EGYPT M1A1 M88A2 LOGISTICS SUPPORT REPRESENTATIVES (LSRS) REQUIREMENTS: A. PERIOD OF PERFORMANCE: I. TWO (2) YEARS ON SITE SERVICE IN EGYPT (TWENTY FOUR (24) SUCCESSIVE MONTHS BEGINNING NLT 60 DAC) B. PLANNING & PERSONNEL: I. THREE (3) U.S. ENGLISH SPEAKING LOGISTICS SUPPORT REPRESENTATIVES (LSRS) II. THREE (3) EGYPTIAN LOCAL NATIONALS (LNS) III. THE CONTRACTOR SHALL PROVIDE NECESSARY PERSONNEL/TECHNICAL/ADMINISTRATIVE SUPPORT TO ENSURE AND FACILITATE SUCCESSFUL LSR ACTIVITY IN EGYPT. THIS INCLUDES TECHNICAL EXPERTISE AS WELL AS PROVIDING FOR PERSONAL NEEDS SUCH AS LIVING ARRANGEMENTS, TRANSPORTATION, WORK VISAS OR OTHER REQUIRED PERMITS. SKILLS/QUALIFICATIONS: THE LSR/LSR LNS PROVIDED BY THE CONTRACTOR SHALL COMPRISE A FULL-TIME IN-COUNTRY ON-SITE TEAM WITH THE NECESSARY SOCIAL AND TECHNICAL SKILLS TO ANALYZE, PLAN, AND ACCOMPLISH THE LSR MISSION IN A MID-EAST FOREIGN MILITARY WORK ENVIRONMENT. THE REQUIRED TECHNICAL SKILLS INCLUDE WORKING KNOWLEDGE AND EXPERIENCE OF THE TEN PRINCIPLES INTEGRATED LOGISTICS SUPPORT (ILS) ELEMENTS NOTED IN AR 700-127. LSR TASKS INCLUDE WAREHOUSE PRACTICES, MATERIEL FIELDING, PREPARATION, DOCUMENTATION, DATABASE USE, TRAINING. REPORTS. EACH LSR SHALL PROVIDE MONTHLY REPORTS TO THE COR OUTLINING (IN CONTRACTOR FORMAT) ACTIVITIES, ACCOMPLISHMENTS, PROBLEMS ENCOUNTERED. THIS REPORT WILL INCLUDE A NARRATIVE ON STATUS OF REPAIR PARTS AND COMPONENTS FOR DEADLINE VEHICLES, ASSESSMENT OF SUPPLY STATUS, TRANSPORTATION ISSUES, AND SUPPLY SUPPORT NEEDS. OBJECTIVE: THE EGYPTIAN COPRODUCTION PROGRAM?S LOGISTIC MISSION IS TO EFFECT THE TRANSFER KNOWLEDGE GAINED FROM U.S. MILITARY EXPERIENCE/PRACTICE TO THE EGYPTIAN LAND FORCES (ELF). ELF SOLDIERS ARE REQUIRED TO PERFORM A REAL-WORLD SUPPORT MISSION; TO PROVIDE THE RIGHT SUPPORT, ON TIME, IN THE RIGHT CONDITION AND QUANTITY TO MAINTAIN READINESS FOR BATTLEFIELD SUCCESS. THE CONTRACTOR SHALL AUGMENT EXISTING ELF CAPABILITIES FOR A PERIOD OF TWO (2) YEARS BY PROVIDING, ON SITE IN EGYPT, A SMALL CADRE OF HIGHLY SKILLED AND DEDICATED INDIVIDUALS WITH SIGNIFICANT LOGISTICAL EXPERTISE. IT IS IMPERATIVE THAT THIS CADRE BE ABLE TO PROVIDE TECHNICAL TRAINING, AS WELL AS OPERATIONAL SUPPORT, TO ENHANCE THE ELF SOLDIERS? REQUISITE SKILLS AND KNOWLEDGE REGARDING THE PERFORMANCE OF LOGISTICAL SUPPLY FUNCTIONS AT ANY LEVEL RELATING TO THE M1A1, M88A2, OR ASSOCIATED EQUIPMENT. BACKGROUND: THE COPRODUCTION PROGRAM IS AN ON-GOING U.S. FOREIGN MILITARY SALES (FMS) EFFORT THAT BEGAN IN THE LATE 1980?S WITH CONSTRUCTION AND FACILITIZATION OF THE FACTORY 200 EGYPT TANK PLANT (ETP), LOCATED JUST OUTSIDE CAIRO. THE PROGRAM?S PURPOSE IS FOR THE DEPARTMENT OF DEFENSE (DOD) OF THE UNITED STATES OF AMERICA TO ADVISE AND ASSIST THE MINISTRY OF DEFENSE (MOD) OF THE GOVERNMENT OF EGYPT WITH THE COPRODUCTION, FIELDING AND SUPPORT OF M1A1/M88A2 VEHICLES THROUGHOUT THEIR LIFE CYCLE. THIS CONTRACT WILL BE AWARDED ON A FIRM FIXED PRICE BASIS
