Product Service Code F006 Elko 2005 Weed Treatments DESCRIPTION/SPECIFICATIONS/WORK STATEMENT Maggie Creek Weed Treatment Project Location of project - The herbicide treatment site is four miles North of Carlin, NV in Elko County in the area known as Dry Gulch, a tributary to Susie Creek. The legal description of the treatment area is portions of T.34 N., R.52 E., and T. 34 N., R. 53 E., M.D.M. See project location map. Description of Work - The proposed treatment area includes approximately 1800 acres near Susie Creek north of Carlin, Nevada. Scotch thistle will be sprayed with Transline at the rate of 2/3 pints/acre (.25 lbs. ai/acre) when the plants are in the rosette stage. A spray solution of 1/4 fluid ounce (29 ml) of Transline per 1 gallon of water applied to 1000 square feet is equivalent to the 2/3 pints/acre rate. Scotch thistle plants in the early bolt stage will be sprayed with Transline at the 1.0 pint/acre (.375 lbs. ai/acre) rate. A surfactant and a colorant will be used and must be on the Surfactants and Dyes Approved For Use on BLM Lands list. Scotch thistle plants that have matured past the flowering stage of growth may be cutoff below the crown of the plant before seeding out to fulfill contract requirements. Handtools such as a shovel may be used. Application will be by ground equipment. No aerial application will be made. The control work specified in this contract will require multiple site visits during spring, summer and fall seasons. The majority of the specified treatments will require hand work that includes pulling/dragging hose and backpack applications on steep terrain. The Contractor shall contact the authorized BLM Contractor Officer Representative or Project Inspector (COR/PI) 72 hours prior to implementing any work specified in this contract. Furthermore, the COR/PI shall be present at the prescribed work sites to direct and inspect the Contractor. The Contractor shall be responsible for purchasing and storing needed herbicides for the Maggie Creek project as follows: Clopyralid (Est. 15.0 Gallons) R-11 Sticker/Spreader (Est. 25.0 Gallons) Blue Dye Marker (Est. 10.0 Gallons) The MAXIMUM rate of herbicide application are as follows as expressed in active ingredients per acre (ai/acre) (a.i. means active ingredient) APPLICATION OF SINGLE HERBICIDE Herbicide Maximum Rate Clopyralid 0.4 lbs. a.i./acre South Fork Weed Treatment Project Location of project - The herbicide treatment site is 10 miles southwest of Elko, Nevada in Elko County along the South Fork of the Humboldt River. See project location map. Description of Work - The treatment site includes approximately 300 acres along the South Fork of Humboldt River and spot areas within the Grindstone Mountains, southwest of Elko, Nevada. Treatment crews will use backpack sprayers and/or an ATV mounted sprayer to treat approximately 2 acres of leafy spurge (Euphorbia esula), approximately 80 acres of Scotch thistle (Onopordum acanthium), approximately 50 acres of hoary cress (Cardaria draba), approximately 10 acres of Russian knapweed (Acroptilon repens), approximately 1 acre of saltcedar (Tamarix ramosissima). Any noxious weed infestations that are located within 10 feet of water will be treated using AquaMaster (aquatic glyphosate) at the rate of 2 lbs. a.i./acre. Scotch thistle will be treated with Transline at the rate of 2/3 pints/acre (.25 lbs. ai/acre) when the plants are in the rosette stage. The control work specified in this contract will require multiple site visits during spring, summer and fall seasons. Cross Ranch Weed Treatment Project Location of project - The herbicide treatment site is 35 miles east of Elko, Nevada in Elko County along Marys River. See project location map. Description of Work - The treatment site includes approximately 800 acres along Marys River within the Cross Ranch hay meadows. Perennial pepperweed infestations cover approximately 100 acres scattered throughout the entire project area. Treatment crews will use backpack sprayers and/or an ATV mounted sprayer to treat approximately 100 acres of perennial pepperweed (Lepidium latifolium). Escort (metsulfuron methyl) will be used to treat perennial pepperweed at a rate of 1.0 oz. a.i. per acre. A tank mix of Escort and 2,4-D may be used to treat perennial pepperweed infestations within the hay meadows at a rate of 1 pint/acre of 2,4-D and .5 ounces/acre of Escort. Any perennial pepperweed infestations that are located within 10 feet of water will be treated using Rodeo/Aquamaster (glyphosate) at the rate of 2 lbs. a.i./acre. Many of the infestation sites that are located near willow trees have been surveyed using GPS equipment and can be re-located using the 'waypoint' features of many commercial GPS devices. Application will be by ground equipment. No aerial application will be made. The control work specified in this contract may require multiple site visits during spring, summer and fall seasons. The Contractor shall contact the authorized BLM Contractor Officer Representative or Project Inspector (COR/PI) 72 hours prior to implementing any work specified in this contract. Furthermore, the COR/PI shall be present at the prescribed work sites to direct and inspect the Contractor. The Contractor shall complete the attached BLM Pesticide Application Record (Attachment 3) no later than 24 hours after applying a chemical herbicide specified in this contract. The Contractor shall furnish all labor, equipment, supervision, and incidentals to perform all work as set forth in the specifications. The Contractor shall be responsible for purchasing and storing needed herbicides for the Cross Ranch project as follows: Escort Herbicide (Est. 64.0 Ounces) Rodeo Herbicide (Est. 3.0 Gallons) 2,4-D Herbicide (Est. 2.0 Gallons) R-11 Sticker/Spreader (Est. 5.0 Gallons) Blue Dye Marker (Est. 2.0 Gallons) The MAXIMUM rate of herbicide application are as follows as expressed in active ingredients per acre (a.i./acre) (a.i. means active ingredient) APPLICATION OF SINGLE HERBICIDE Herbicide Maximum Rate Metsulfuron methyl 0.07 lbs. a.i./acre Glyphosate 1.0 lb. a.i./acre 2,4-D 1.0. lb. a.i./acre The prescribed herbicides will have the following EPA registration numbers: Tordon 22K (Picloram) - 62719-6, Escort (Metsulfuron methyl) - 352-439, Transline (Clopyralid) - 62719-259, Rodeo/Aquamaster (Glyphosate) - 524-343. Sticker/spreaders will be used to enhance effectiveness of herbicides. Dye marker will be used to mark areas sprayed. The Contractor shall complete the attached BLM Pesticide Application Record no later than 24 hours after applying a chemical herbicide specified in this contract. (Attachment #3) The Contractor shall not chemically treat targeted noxious weeds species, which have exceeded the prescribed biological treatment window and are producing seed, unless otherwise directed to do so by the Contracting Officer. Only 4x4, large tire, ATV vehicles shall be allowed to operate in non-riparian zones. Use of all other types of vehicles shall be restricted to existing roads and trails throughout the entire project area. All vehicle use is prohibited within 10 feet of all live water, including springs, seeps, and wet soil areas. Primary paths and tracks should be cleared on foot prior to use by all-terrain vehicles. All roads (public and private) damaged or opened by the Contractor shall be restored at no cost to the Government to their condition prior to commencement of work. Wind velocities for chemical applications of herbicides must be 10 mph or less in all instances. The Bureau may inspect treatment sites within 10 to 60 days after date of application. If a random inspection of 10% of the sites does not reflect that 80% of the targeted species have been impacted by herbicides, all listed sites shall be inspected. If the inspections of all sites reflect an impacted rate of less than 80%, the Contractor shall be required to treat the plants missed at no additional cost to the BLM. The Bureau has the option of reducing total payment to cover the cost of inspecting all sites and monitoring the treatment of missed plants. Unpredictable rains within 4 hours can reduce the effectiveness of herbicides and may be an acceptable factor in determining payment. Contractor will not be reimbursed for spraying done within 5 hours of rain or for travel to and from the site. All work included in the contract specifications shall be subject to inspections by the Government at periodic intervals during the performance of this contract. Inspections are for the sole benefit of the Government and shall not release the Contractor of the responsibility of providing quality control measures to assure that the work strictly complies with the contract requirements.
