- The services required by our Agency are available from only one responsible source and no other types of services will satisfy Agency requirements. The Westside San Joaquin River Watershed Coalition is the coalition representing the approximate ?-million acres in the northern San Joaquin Valley that includes the refuges of the San Luis NWR Complex. The San Luis & Delta-Mendota Water Authority/San Joaquin Valley Drainage Authority is the umbrella organization for the Westside Coalition for the purposes of the Conditional Waiver of Waste Discharge Requirements for Discharges from Irrigated Lands within the Central Valley Region. The San Luis & Delta-Mendota Water Authority has jurisdiction on drainage water discharge in the area of San Luis NWR. This is to enable the Drainage Authority and the Service to most effectively utilize those elements of the Water Discharge Requirements (WDR) that are made available to those entities discharging waters from irrigated lands, when those entities address the requirements of the WDR. Award will be made June 27, 2005.
