- This is a combined synopsis/solicitation for commercial items prepared by the National Park Service in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2001-25(a). Compliance with the procedures in 13.106 acquisition is being made using simplified acquisition procedures. The National Park Service intends to issue a Firm-Fixed Price contract for crushed rock. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered; Quarry/Batch Plant must be located within a 50 mile radius from Ochopee, Florida, 34141. The solicitation number, RFQ Q5120055406, is issued as a Request for Quotation (RFQ) and will be awarded as a single award contract. This is a Commercial Item Acquisition, FAR Part 12 applies. The applicable NAICS is 237990 and the size standard is 500 and is set aside for small business. Statement of Work: Contractor will provide 7,138 ton of 1" to 3" crushed rock with fines, from July 2005 thru July 2006. Item #1 1" to 3 " crushed rock w/fines 7,138 ton @ $___________per ton, Total Cost $_________. Contractor shall provide rock less than 1000 ton the same day or within 48 hours of placing order. For all orders over 1000 tons, contractor shall provide rock within 7 calendar days from date of order. All orders shall be placed before 10:00 am local prevailing time for same day service. Rock will be picked up by Government contracted/owned dump trucks. A 48 hour notice will be given for up to 5 trucks at any given time. The Government may increase the quantity of supplies called for in the schedule at the unit price specified. Reference 52.217-6 Option for Increased Quantity March 1989. All responsible sources may submit a quote, which shall be considered if timely received. Instructions to Offerors-Commercial 52.212-1, applies to this acquisition. 52.212-2 Evaluation-Commercial items applies, while price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price and other evaluation described in the solicitation. 522.212-3 Offeror Representation and Certifications-Commercial Items 52.212-4 Contract Terms and Conditions-Commercial Items, 52.212-5 Contract Terms and Conditions required to implement statutes or executive orders commercial items applies to this solicitation. Evaluation factors for award: Award of contract will be evaluated on price related factors and past performance.
