Description
The Naval Air Systems Command, Headquarters Division, Patuxent River Maryland intends to procure a Firm Fixed Price (FFP) contract as a sole source with Honeywell International, Defense and Space Electronic Systems, 9201 San Mateo Boulevard, Albuquerque, NM for the procurement and storage of an estimated quantity of 7,020 Quantum 3D/nVidia graphics processors (P/N: 510-0015-00) for use on the Image Processing Modules (IPMs) in the Type 3 Advanced Mission Computer (AMC). The IPM Shop Replaceable Assembly (SRA) provides functionality that commands the 5x5 and 8x10 Advanced Multipurpose Displays (AMPDs). The nVidia graphics processor is going obsolete and a life of type buy is required to ensure future production as well as retrofit and life cycle support of the AMC. The items will deliver and ship in place at the contractor's facility, Albuquerque NM, no later than October 2005. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only One responsible source and no other supplies or services will satisy agency requirements." Honeywell is the designer and manufacturer of the IPM SRA which is housed in the Type 3 AMC. The IPM provides a direct video processing capability within the AMC, which drives the functionality of the 5x5, and 8x10 AMPDs, which are also manufactured by Honeywell. The nVidia graphics processor is a component of the IPM and is the only graphics processor that currently meets AMC&D form, fit, and function requirements. Consequently, Honeywell is best suited to procure these components. Honeywell fully understands the nVidia chip capabilities and its interface with the AMC&D products. Further, Honeywell has procurement arrangements with Quantum 3D for the part as well as the capacity and capability to meet its special nitrogen storage requirements. Procuring the nVidia graphics processors through Honeywell ensures that the parts will be stored appropriately and fully functional when needed. Award of the proposed contract is anticipated to be made on or before October 2005. This is an announcement only regarding a sole source acquisition; there is no solicitation available. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which will be considered by the Naval Air Systems Command.
