Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), St. Inigoes, Maryland has a requirement for engineering and technical support services to support the Special Communications Requirements (SCR) Division, Code 4.5.11, St. Inigoes. Tasking consists of services and supplies to support various Navy, Army, Air Force, Special Operations Forces (SOF), and other agencies Command, Control, Computers, Communications, Intelligence, Surveillance and Reconnaissance (C4ISR) Electronic Systems. In particular, capability enhancement via technologically derived design solutions will be important aspects of delivered systems. The resulting systems shall be employed within user locations or platforms including shipboard, aircraft/airborne, weapon systems, on small crafts, boats, shelters or vehicles. This support shall include rapid design, development, procurement, prototyping, modification, integration, test and evaluation, installation, fielding, certification, maintenance, life cycle and logistics support of C4ISR Electronic Systems. The anticipated period of performance includes a twelve-month base period and four 12-month option periods for duration of five years commencing on 01 October 2005 and continuing through 30 September 2010. The contract type will be Cost Plus Award Fee (CPAF) term, with a total estimated Level of Effort (LOE) of 1,420,000 Manhours over a period of five (5) years, with the requirement that a minimum of 23% of the total estimated contract value to be subcontracted to small, small disadvantaged and woman-owned businesses. Basis for award of the resultant contract will be the Best Value to the Government as established by the tradeoff process evaluation approach, cost and non-cost factors considered. The base period of performance is estimated to begin on 01 October 2005 and end on 30 September 2006, with four one year option periods which, if exercised, will extend the period of performance of the contract through 30 September 2010. Of the total estimated LOE, 20% is estimated to be performed as Government on-site support at NAWCAD, St. Inigoes and 80% is estimated to be performed at the contractor?s facility. This procurement is a follow-on to Contract N00421-01-C-0125 in which CACI Systems, Inc. is the incumbent.
