- The Navy requires technical support for the Federal Interagency Committee on Aviation Noise (FICAN). NOTICE: This is a combined synopsis and Request for Proposal. Tasks are: TASK 1, Attend FICAN Meetings and Prepare Minutes. FICAN has provided for up to three (3) meetings in the coming period. The Contractor shall provide staff members to attend and support these meetings to ensure that FICAN will have accurate documentation of the proceedings. The Contractor shall distribute minutes of the meeting to the Committee within six weeks of each meeting date. The FICAN meetings will be held in Washington, DC. TASK 2, Maintain FICAN World Wide Web Site. The Contractor shall provide support to maintain a FICAN web site, respond to all requests generated by it, and augment the FICAN web-site as requested by FICAN members. TASK 3, Prepare Annual Committee Report. The Contractor shall provide support to prepare FICAN?s 2005 Annual Report. This document shall describe the activities of FICAN during the year, including its meetings, public forums, and research findings. Production of the report shall include, (1) compiling and summarizing minutes of meetings and public forums to reflect the progress of FICAN activities during the year, (2) compiling information on special topics that are raised during FICAN meetings, (3) preparing and distributing a draft report, (4) accumulating comments and responses to the draft, and (5) preparing the final report. The Contractor shall provide support to produce 25 copies of the draft report for review by FICAN members, and 200 printed copies of the final report. The Contractor shall provide support to distribute the final report to individuals on the FICAN mailing list, as well as to any others who request a copy during the contract period. TASK 4, Arrange and Conduct Public Forum(s), The Contractor shall provide support to make arrangements for, publicize, and moderate FICAN Public Forums, as requested by the Committee. The purpose of the Public Forum(s) will be to provide an opportunity for interested members of the public to discuss research activities with members of FICAN, and to provide written comments after the meeting, which will be addressed and incorporated into the Annual Report described in Task 3, The Contractor support responsibilities shall include reserving a meeting place, coordinating forum details, preparing and distributing informational letters to the FICAN mailing list, and preparing graphics materials for the public forum at the direction of the Committee. TASK 5, Technical and Administrative Support. The Contractor shall provide support for analyses and technical studies at the direction of the FICAN membership. These may require access to and use of the Contractor?s library of material on acoustics and other noise and vibration topics; such material may also be supplemented by in-house databases, as well as on-line information services including Dialog or other search services. Additionally, the Contractor shall provide support to maintain FICAN?s mailing and contact list. Offerors are requested to provide their proposal based on 400 direct labor hours and $4,000 for travel and other direct costs. The government reserves the right to negotiate the final number of labor hours awarded and price. Resume/s of the person/s proposed to perform the work will be required. Award will be based on past performance, qualifications/resume of person/s proposed, and price. Two references for past performance are required. FAR Subpart 12 clauses will be incorporated into the resultant small purchase order as required. Performance is through 30 September 2006.
