- NASA/MSFC has a requirement for one (1) Picometrix Terahertz (THz) transmitter and receiver pair. NASA/MSFC intends to purchase the items from Picometrix Inc. The THZ heads must be compatible with the Picometrix system that Marshall Space Flight Center currently has on site, and be able to directly integrate without any system modifications. The THZ transmitter and receiver are direct replacements for the pair that were used to build the collinear head. The certification of THZ for use on the External Tank Spray-on-Foam Insulation will require that Marshall Space Flight Center conduct tests which must be accomplished with equipment of the same make and model to that used on the production floor at the Michoud Assembly Facility. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to provide the needed product in writing to Janet Appleton at janet.appleton@msfc.nasa.gov no later than 4:30 p.m. central standard time on June 27, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
