Description
NASA/MSFC has a requirement for a Portable Digital Real-Time Radiography System. NASA/MSFC intends to purchase the system from HYTEC Sensors and Imaging Group, Inc., Los Alamos, NM, pursuant to FAR 6.302-1, which implements the authority for 10 U.S.C. 2304(c)(1) for acquisition of supplies or services from only one source and no other supplies or services will satisfy agency requirements. Competition is impractical for the following reasons: 1. The components of the proposed portable digital radiography system (detector, control computer, and image capture and control software) must be compatible with MSFC's existing HYTEC computed tomography/digital radiography inspection system to allow interchange of components and data when required. Other systems cannot duplicate the HYTEC software functionality or image output file format without violating copyright law and licensing agreements between HYTEC and MSFC. File formats generated by systems built by other sources are incompatible with datasets already collected at MSFC using HYTEC hardware and software as part of ongoing research into materials characteristics of flight hardware component materials. 2. Preliminary field real-time radiographic testing has been performed on various motor and test components using components of another HYTEC inspection system owned by MSFC. The inspection method has been successfully qualified for field operations using the HYTEC hardware and software, which is identical in performance and operating procedures to the proposed system. The software installed as part of the digital radiography system is proprietary and can only be procured from HYTEC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 24, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
