Presolicitation Notice Date Submitted: 14 February 2005 OC-ALC/LPKPA DIR CONTRACTING/PROPULSION 3001 STAFF DR STE 2AG1/109B TINKER AIR FORCE BASE OK 73145-3032 SOLE SOURCE TO PRATT & WHITNEY. 28 - DISK, GAS TURBINE – SOL FA8104-05-R-0251; DESC: Item 0001; NSN: 2840-01-159-4265RV; P/N: 812001; THE PHYSICAL DESCRIPTION OF THE FIRST STAGE TURBINE DISK IS ROUND AND FLAT AND IS APROXIMATELY 2 INCHES THICK. THIS DISK HAS A CENTER BORE APPROXIMATELY 5.6 INCHES IN DIAMETER AND 130 FIR TREE SLOTS AROUND THE PERIPHERY OF THE DISK, WITH AN OFFSET FRONT FLANGE 12.7 INCHES IN DIAMETER; FUNCTION: TO PROVIDE SUPPORT AND ATTACHMENT OF THE FIRST STAGE TURBINE BLADES TO THE N2 ROTO. THE DIMENSIONS ARE APPROXIMATELY 23.5 INCH DIA X APPROX 2 INCHES THICK AT THE BORE AND APPROXIMATELY 1.25 INCHES THICK AT THE FIR TREE SLOTS; MTL: CONSISTS OF AMS 5660 AND PWA 1003 NICKEL ALLOY; APPL TO: JOINT STARS ENGINE TF33P102; DEST: TINKER AIR FORCE BASE OK 73145-3032; DELIVERY: BY MAY 2007; QUANTITY: MIN 7 EA, MED 17 EA, MAX 21 EA. Only government/commercial new & unused surplus material is acceptable. The approximate Solicitation issue date on FedBiz Ops will be 1 Mar 2005. The response date will be 31 Mar 2005. The anticipated award date is 1 Jun 2005. Qualification requirements: Source must be qualified prior to being considered for award. The solicitation will contain instructions for obtaining further information on this requirement. The requirements of FAR 9.202 have been completed and copies of the qualification requirements and standards may be obtained as described in the solicitation. These qualification requirements apply to line item(s) 0001. Written procedures will be used for this solicitation TO: Pratt & Whitney, East Hartford, CT 06118. Electronic procedures will be used for this solicitation. All responsible sources may submit a bid, proposal, or quotation which shall be considered. Authorithy: 10 USC 2304(C)(1). Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The Red/Yellow/Green Evaluation system will be used to award this contract. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as cited in each individual solicitation. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
