Description
The United States Environmental Protection Agency (EPA) Region 5 intends to issue a solicitation in support of the Superfund Technical Assessment and Response Team (START) class of contracts. The purpose of this announcement is to notify potential offerors of EPA?s forthcoming requirement. The Start 3 contractor will provide nationally consistent advisory and assistance services with respect to the release or threat of oil, hazardous substances, or pollutants and contaminants. The contractor will provide technical services, personnel, equipment support, and respond to EPA's needs in support of states and communities in their preparedness activities pertaining, but not limited, to Chemical Emergencies, Oil Spills and others. The contractor shall be prepared to provide scientific/technical support for EPA activities in furtherance of the agency's primary mission: the protection of human health and the environment. The contractor shall fulfill these responsibilities within the region as well as outside the region on a cross regional response, national response, and international response. These responsibilities are described in the statement of work (SOW). The activities described in the SOW are intended for performance within Region 5 (IL, IN, MI, MN, OH, WI) as well as possible performance outside the region in the following areas: Region 1(CT, ME, MA, NH, RI, VT), Region 2 (NY, NJ, Puerto Rico, US Virgin Islands), Region 3, (DE, DC, MD, PA, VA, WV), Region 4 (AL, FL, GA, KY, MS, NC, SC, TN), Region 6 (AR, LA, NM, OK, TX), Region 7 (IA, KS, MO, NE), Region 8 (CO, MT, ND, SD, UT, WY), Region 9 (AZ, CA, HI, NV, American Samoa, Guam), and Region 10 (AK, ID, OR, WA). EPA Region 5 intends to award a contract with a three year (36 month) base period and two, two-year (24 month) option periods, for a possible total period of performance of seven (7) years. The estimated maximum potential value of this contract is expected to be $21,000,000 over the life of the contract. The anticipated contract award date is expected to be on or around November 15, 2005. The contractor shall provide all personnel, materials, and equipment necessary to perform the SOW tasks. The SOW requirements fall under NAICS code 562910 - Remediation Services. This solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses. The size standard under this NAICS code is not to exceed 500 employees.
