Description
As part of Market Research, this Request for Information (RFI) will be used determine if there is more than one source capable of providing Air Education & Training Command (AETC) with the capability to implement approved policies and procedures for safeguarding Special Access Program (SAP), Sensitive Compartmented Information (SCI) and collateral data in support of US military operations. The contractor shall provide this service by providing day-to-day security support that includes continuous assessment of procedures to identify shortfalls and provide appropriate recommendations for revising and improving security policies, procedures, and systems. The contractor will also identify and alleviate vulnerabilities, threats, and risks to training activities and operations. Contractor must have prior knowledge of AETC flying training, technical training, and professional military education processes. Currently this requirement is being performed at Randolph, AFB, TX, Maxwell AFB, AL and Vandenberg AFB, CA. The possibility exists that this requirement could be expanded to any and all of AETC organizations.Overall, the contractor will accomplish these tasks by providing support in the following areas: · Automated Information Security (AIS) Support · Special Security Program Support · Traditional Disciplines (what is this?) · Operations Security Support · Security Awareness, Training, and Education · Classification Management A firm-fixed price Requirements or Indefinate Delivery/Indefinate Quantity (IDIQ) contract is contemplated with a basic period from 1 Nov 2005 – 30 Sep 2006 with four (4) one-year option periods available. The North American Industry System Code (NAICS) for this acquisition is 561499 with a size standard of $6M. Once Market Research has been completed and funding made available, a Request for Proposal (RFP) would be placed on the Federal Business Opportunities website http://www.eps.gov. It will be the responsibility of prospective offerors’ to check this site regularly for any postings or changes. Prospective offerors’ must be registered in the DoD Central Contracting Registration (CCR). Registration may be accomplished at http://www.ccr.gov. All responsible small businesses are encouraged to respond to this RFI. All prospective offerors’ shall indicate their size standard (large business, 8a, etc) in regards to the stated NAICS code and size standard when replying to this RFI. In your response briefly describe your company, experience with this type of program or similar programs, current or past contracts that deal with the aforementioned services or similar services, to include whether or not you have qualified personnel with current (a must) Single Scope Background Investigations (SSBI) experience and any other information you deem relevant. Provide a point-of-contact to include an e-mail address and your Federal Cage Code. Responses are due NLT COB 3:00 CST on 1 Jun 2005. After this date any response will be condsidered late and not accepted.. Any response to this RFI submitted by a prospective offeror shall be submitted at no cost to the Government. As a result of this RFI, the Government is in no way obligated by the information received. Because of the different mission requirements, specific roles and responsibilities will be defined by the Government in each Delivery Order. In addition to traditional security disciplines, duties will encompass conducting site surveys, staff assistance visits, Program Reviews, supporting Theater exercises, developing Concepts of Operations, facilitating Memoranda of Agreements (MOAs) with Cognizant Security Authorities (CSAs) and representing the Government as Subject Matter Experts (SMEs) at conferences, meetings and related events. The contractor shall provide technical and administrative guidance and recommendations to Government customers on processes required to provide a secure environment for classified programs Additionally, the contractor will provide detailed security planning, management, execution and analysis support for every phase of unique tests, training, and operations encompassing platforms, personnel and components. This support will reinforce the integrity of these activities to include the successful integration of lessons learned and protection of pertinent technical data collected for war fighters and war planners alike. Additional duties consist of providing (AIS) technical and administrative support and advice on certification and accreditation issues, maintaining configuration management control of various hardware and software and operating and maintaining numerous classified networks and standalone AISs. Automated Information Security (AIS) Support: The contractor shall perform information system security support to include technical guidance and recommendations to customers in accordance with established procedures identified within DCID 6/3, the NISPOM, NISPOM Supplement, Overprint and locally devised procedures. The contractor shall provide systems security administration and training for computer systems ensuring adherence to US Government requirements. Configuration control shall include control and inventory of systems and peripheral components, system access and media control. Other duties include conducting system security test and evaluations, providing initial response and containment of contamination or data spills, implementing system security procedures in support of the government Program Security Officer (PSO), conducting periodic security reviews and audits and providing system security training. Special Security Program Support: The contractor shall support day-to-day security administration that includes personnel security, information security, classification management, document control, physical security, industrial security, security reviews, foreign disclosure; long range planning activities, to include strategic planning, security risk management, technology transfer, budget and cost control, and counterintelligence support; generation, evolution, and validation of system security requirements; development of security products; and direct support to Cognizant Security Authorities (CSA). The contractor shall provide program security support to SAP and SCI programs to include: Traditional Security Support: The contractor shall provide technical and administrative products, guidance and recommendations to government customers on the processes required to comply with government program security policies and classified program written guidance. Additional requirements include Information Security (INFOSEC), Communications Security (COMSEC), Personnel Security (PERSEC), Physical Security (PHYSEC), information management and document control of program material, and program access support. The contractor shall be responsible for writing, evaluating, coordinating and making recommendations on all program security issues and accreditation submissions, as required by the Statement of Work (SOW). The contractor is responsible for establishing and maintaining all documentation necessary to gain and maintain all program security accreditations. The contractor will also assist the government Program Security Officer in the execution of special access security policies and procedures. Operation Security Support – Execute actions identified by OPSEC assessment actions. Make corrections and implement policies that reduce risk associated with specific threats and vulnerabilities. Security Awareness, Training and Education: The contractor shall develop, implement, and sustain a Security Education, Training and Awareness Program for all assigned program personnel. The training program shall include the execution of a Master Training Plan. Classification Management: The contractor shall provide overall security classification administration and guidance for government and DOD contractors involved in the special access programs. Execute requirements set forth in appropriate security classification guides for special access programs. All contractors performing under this SOW must possess for a Top Secret clearance based on a current SSBI, be eligible for SAP and SCI access, and be willing to submit to a counterintelligence polygraph.
