THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS SOLICITATION IS A REQUEST FOR QUOTATION (RFQ) HC1021-05-T-2044. THE RFQ DOCUMENT AND INCORPORATED PROVISIONS AND CLAUSES ARE THOSE IN EFFECT THROUGH FAC 05-03 DATED 11 APRIL 2005. THIS RFQ IS ISSUED UNDER FULL AND OPEN COMPETITION. THE REQUIREMENT IS A FIRM FIXED PRICE COMMERCIAL ITEM TYPE CONTRACT. NAICS CODE 51, INFORMATION TECHNICAL TRAINING, TRAINING VOUCHERS. PROVIDE A PRICE FOR CLIN 0001, 996 TRAINING VOUCHERS FOR TECHNICAL TRAINING CLASSES IN ACCORDANCE WITH THE FOLLOWING STATEMENT OF WORK (SOW): TASK STATEMENT TITLE: DESKTOP APPLICATION SOFTWARE TRAINING FOR LANDSTUHL REGIONAL MEDICAL CENTER (LRMC). PROPOSED PERIOD OF PERFORMANCE: TWO YEARS FROM THE DATE THE FIRST VOUCHER IS USED. SCOPE: THE UNITED STATES ARMY LANDSTUHL REGIONAL MEDICAL CENTER PROVIDES THEATER LEVEL INFORMATION MANAGEMENT SUPPORT TO THE UNITED STATES ARMY EUROPE (USAREUR) MISSION TASKING, PERSONNEL AND CUSTOMERS. THIS TASK STATEMENT IS INTENDED TO HAVE A CONTRACTOR PROVIDE PERSONNEL, EQUIPMENT AND RESOURCES NECESSARY IN SUPPORT OF THE PROFESSIONAL AND EDUCATIONAL TRAINING REQUIREMENTS FOR THE LANDSTUHL REGIONAL MEDICAL CENTER CUSTOMER BASE AND PERSONNEL. THE SCOPE OF TRAINING WILL CONSIST OF SPECIALIZED COURSES IN NT OPERATING SYSTEM AS WELL AS EXCHANGE AND OTHER MICROSOFT SOFTWARE PRODUCTS TO INCLUDE END USER TRAINING IN MICROSOFT WORD, MS EXCEL, MS POWERPOINT, MS ACCESS, MS OUTLOOK XP AND ANY ADDITIONAL APPLICATION SOFTWARE IDENTIFIED AT THE LANDSTUHL REGIONAL MEDICAL CENTER (LRMC). BACKGROUND: THE LANDSTUHL REGIONAL MEDICAL CENTER PROVIDES MEDICAL SUPPORT AND ASSISTANCE THEATER WIDE. THE INFORMATION MANAGEMENT DIVISION (IMD) PROVIDES INFORMATION MANAGEMENT (IM) SUPPORT FOR ALL DISCIPLINES IDENTIFIED UNDER DEPARTMENT OF ARMY (DA) REGULATION 25-1, INFORMATION MANAGEMENT. THIS TRAINING WILL BE MANAGED UNDER THE AUSPICES OF THE LRMC IMD TRAINING COORDINATOR, LOCATED AT LANDSTUHL REGIONAL MEDICAL CENTER (LRMC). THE SUPPORT PROVIDED ON BEHALF OF THE U.S. GOVERNMENT TO SUPPORT THIS STATEMENT OF WORK (SOW) WILL CONSIST OF OFFICE SPACE (SECURED TRAINING ROOM), FURNITURE, ELECTRIC AND OTHER GENERAL OFFICE SUPPORT REQUIRED UNDER THIS SOW OF A NON-TECHNICAL NATURE. THE INTENT OF THIS SOW IS TO PROVIDE MICROSOFT TRAINING AT A SUFFICIENT SKILL LEVEL TO INTRODUCE AND PROVIDE EACH STUDENT WITH THE NECESSARY MICROSOFT OFFICE PRODUCT APPLICATION ENABLING EACH STUDENT TO SUCCESSFULLY OPERATE AT A LEVEL OF PROFICIENCY IN HIS OR HER JOB PERFORMANCE. OBJECTIVES: THE CONTRACTOR WILL PROVIDE CLASSROOM INSTRUCTION, NOT TO EXCEED 83 DAYS AND CLASS SIZE NOT TO EXCEED 12 STUDENTS, OF THE FOLLOWING MICROSOFT COURSES: OUTLOOK 2003 2 DAY COURSE RUN FIVE TIMES, 10 DAYS TOTAL MS WORD 3 DAY COURSE RUN FOUR TIMES, 12 DAYS TOTAL MS EXCEL 3 DAY COURSE RUN SIX TIMES, 18 DAYS TOTAL MS POWERPOINT 3 DAY COURSE RUN FIVE TIMES, 15 DAYS TOTAL MS INTRO TO ACCESS 5 DAY COURSE RUN FOUR TIMES, 20 DAYS TOTAL MS ADVANCED ACCESS 4 DAY COURSE RUN TWO TIMES, 8 DAYS TOTAL COURSE MIX STATED ABOVE IS BASED ON HISTORY, LRMC RESERVES THE RIGHT TO CHANGE THE COURSE MIX AND ADD CLASSES AT ADDITIONAL CHARGE TO MEET THE CURRENT NEEDS OF THE HOSPITAL AND OUTLYING CLINICS. UPDATED VERSIONS OF THE ABOVE COURSES MAY BE ADDED/SUBSTITUTED FOR EXISTING COURSES WITH TECHNOLOGY OR HOSPITAL STANDARD CHANGES (I.E. HOSPITAL’S CURRENT OFFICE XP STANDARD MAY BE UPGRADED, ETC.) DOCUMENTS: THE CONTRACTOR SHALL ADHERE TO THE POLICY AND PROCEDURES AS OUTLINED IN THE DOCUMENTATION INDICATED BELOW: MICROSOFT CERTIFICATION SYSTEM EVALUATION (MCSE) STANDARDS PUBLISHED BY MICROSOFT CORPORATION FOR ALL COURSES IN SUPPORTING MICROSOFT O/S AND APPLICATION PROGRAMS. DEPARTMENT OF DEFENSE (DOD) REGULATIONS 5200.2-R, "DOD PERSONNEL SECURITY PROGRAM," JANUARY 1987 DEPARTMENT OF ARMY (DA) REGULATION 25-1, INFORMATION MANAGEMENT AR 25-1, THE ARMY INFORMATION RESOURCES MANAGEMENT PROGRAM AR 380-19, INFORMATION SECURITY PROGRAM SPECIFIC TASKS: A. OVERALL TRAINING PROJECT. THE CONTRACTOR SHALL PROVIDE PROJECT MANAGEMENT PERSONNEL TO SUPPORT THE OPERATION REQUIREMENTS OF END USER MICROSOFT (MS) APPLICATIONS SOFTWARE TRAINING FOR THE LANDSTUHL REGIONAL MEDICAL CENTER (LRMC). TRAINING SCHEDULED WILL BE PREPARED AND DISSEMINATED AS DIRECTED BY THE GOVERNMENT. B. PROJECT DOCUMENTATION/ETC. THE CONTRACTOR SHALL PROVIDE ALL INSTRUCTION MANUALS, COURSE INFORMATION, TECHNICAL BOOKS AND HAND-OUTS TO TEACH THE COURSES IDENTIFIED ABOVE TO U.S. GOVERNMENT PERSONNEL. ALL COURSE MATERIALS WILL BE TO THE STANDARD OF MICROSOFT CORPORATION INC. AT THE CALIBER OF INSTRUCTION EMPLOYED BY MICROSOFT CORPORATION IN THEIR TEACHING AND TRAINING GUIDELINES AND WHO HAS WORKED IN THE WORK ENVIRONMENT (NOT SOMEONE WHO JUST COMPLETED MSCE AND IS NOW TEACHING WITH NO ACTUAL WORK EXPERIENCE). ALL TRAINING OFFERED AT LANDSTUHL REGIONAL MEDICAL CENTER (LRMC) WILL BE OFFERED AT BUILDING 3703 , CLASSROOM #4 (BENEATH THE DENTAL CLINIC) LANDSTUHL POST, LANDSTUHL, GERMANY. ALL INSTRUCTIONAL MATERIALS PRESENTED TO EACH STUDENT IN EACH CLASS WILL BE RETAINED BY THE STUDENT UPON COMPLETION/ATTENDANCE OF THE COURSE(S). C. SECURITY REQUIREMENTS. THE CONTRACTOR SHALL ENSURE ALL MICROSOFT CERTIFIED INSTRUCTORS AND MICROSOFT END USER APPLICATION SOFTWARE INSTRUCTORS WHO WILL BE PROVIDING TRAINING ARE ABLE TO PASS A BACKGROUND CHECK (FOR OUTSTANDING WARRANTS, FELONIES, ETC.) AND PROVIDE DOCUMENTATION FROM THE INSTRUCTOR'S LOCAL POLICE DEPARTMENT, IN SUPPORT OF THIS SOW. NO CLASSIFIED PROCESSING OF ANY NATURE WILL BE INVOLVED IN THIS SOW. NO ADP LEVEL I/II/III IS REQUIRED IN THIS SOW. SPECIALIZED REQUIREMENTS: SPECIALIZED TRAINING REQUIREMENTS THAT THE U.S. GOVERNMENT SHALL PROVIDE/REQUIRE: THE U.S. GOVERNMENT WILL PROVIDE POST/KASERNE INSTALLATION PASSES TO CONTRACTOR PERSONNEL AND ROOM ACCESS TO THE ACTUAL TRAINING FACILITY UTILIZED (IDENTIFIED PREVIOUSLY). STUDENTS WILL BE PERMITTED TO RETAIN ALL MS COURSE DOCUMENTATION FROM EACH COURSE ATTENDED. THE U.S. GOVERNMENT NORMAL DUTY HOURS ARE BETWEEN 07:30 AND 16:30 HOURS, MONDAY THROUGH FRIDAY, EXCLUDING U.S. HOLIDAYS (NOT GERMAN HOLIDAYS); HOWEVER, TO ACCOMMODATE TRAINING REQUIREMENTS, TRAINING ON HOLIDAYS MAY BE ACCEPTABLE IF AGREED TO BY THE GOVERNMENT AND CONTRACTOR. ANY/ALL TRAINING DONE ON GERMAN HOLIDAYS WILL BE AT THE DISCRETION OF THE GOVERNMENT AND NOT THE CONTRACTOR. THE U.S. GOVERNMENT SHALL ENSURE THAT PRIOR TO EACH COURSE/CLASS, THE INSTRUCTOR IS PROVIDED WITH A LISTING/CLASS ROSTER OF EACH PERSON THAT WILL BE ATTENDING TO INCLUDE NAME AND ANY OTHER NECESSARY BACKGROUND INFORMATION REQUIRED FOR CLASSROOM ATTENDANCE. THE U.S. GOVERNMENT SHALL ENSURE THAT ACCESS TO THE TRAINING FACILITY AND CLASSROOM IS PROVIDED TO THE NEEDS OF THE CONTRACTOR IN COMPLETION OF THE TRAINING REQUIREMENTS CONTAINED HEREIN. THE U.S. GOVERNMENT WILL ENSURE A MINIMUM OF EIGHT STUDENTS PER COURSE/CLASS UNLESS OTHERWISE STATED AND AGREED UPON BY BOTH THE GOVERNMENT AND CONTRACTOR. THE CONTRACTOR SHALL PROVIDE ALL EQUIPMENT (PCS, MONITORS, KEYBOARDS, MOUSE, SOFTWARE, SERVER, SPEAKERS, ETC/ETC/) I.E., COMPLETE MULTIMEDIA DUAL-HARD DRIVE PERSONAL COMPUTERS AS WELL AS ALL SPECIALIZED NETWORK (HUBS AND OTHER EQUIPMENT) AND OTHER AUTOMATION EQUIPMENT REQUIRED, IN TOTAL, FOR COMPLETION OF ALL CLASSES IDENTIFIED UNDER THIS STATEMENT OF WORK (SOW). THE CONTRACTOR SHALL PROVIDE ANY EQUIPMENT TO BE UTILIZED AS "SERVER BASED EQUIPMENT" INVOLVING ANY OF THE CLASSROOMS AND COURSE REQUIREMENTS. THE CONTRACTOR SHALL PROVIDE A STUDENT THE OPPORTUNITY TO RE-ATTEND ANY MS CERTIFIED COURSE (MSCE) ON A SPACE AVAILABLE BASIS, UNLIMITED TIMES, UNDER THE INITIAL PAYMENT OF THIS COURSE AT THE CONTRACTOR'S TRAINING FACILITY (WHERE LOCATED OR HAVE PARTNERSHIPS WITH) LOCATED IN GERMANY WITH THE STUDENT PROVIDING THE ORIGINAL TEACHING MATERIALS. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ENSURING THAT PRIOR TO THE BEGINNING OF EACH COURSE(S) THE PC IS READY FOR INSTRUCTION TO GOVERNMENT PERSONNEL PRIOR TO THE BEGINNING OF TRAINING THE FOLLOWING DAY/CLASS/ETC. THE CONTRACTOR SHALL ENSURE THAT EACH INSTRUCTOR(S) UTILIZES THE ENGLISH LANGUAGE FLUENTLY (BOTH SPOKEN AND WRITTEN) AS THE PRIMARY AND ONLY LANGUAGE TO BE UTILIZED IN THIS SOW. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ENSURING THAT ALL NECESSARY WORK PERMITS/ETC. REQUIRED FOR WORKING IN GERMANY ARE PROVIDED/COMPLETED. THE U.S. GOVERNMENT ASSUMES NO TAX LIABILITY AND IS NOT RESPONSIBLE FOR ANY PAYMENT, COORDINATION OR OTHERWISE OF TAXATION ISSUES WITH THE GERMAN GOVERNMENT. CONTRACTOR SHALL BE ABLE TO COMMUNICATE FLUENTLY, BOTH IN WRITTEN AND SPOKEN ENGLISH. CONTRACTOR/CONSULTANT SHALL HAVE A SOLID UNDERSTANDING OF MS OFFICE APPLICATIONS, AND BE KNOWLEDGEABLE OF STANDARD COMMUNICATION SOFTWARE. PLACE/PERIOD OF PERFORMANCE: A.
