- Description
- The Delegation of Belgium to NATO intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid for the procurement of a two semi-buried POL storage tanks of 10,000 m3, a high pressure pump station and extension of a low pressure pump station, a new workshop of 150 m2, 6 small tanks (15 m3 to 100 m3) and related adaptation works in the province of Antwerpen. The estimated value of this procurement is 14,500,000 Euros ($17.5 million USD). The Republic of Belgium is the Host Nation for this project, which has been fully authorized by the NATO Infrastructure Committee. The reference of the Invitation for International Bid (IFIB/IFB) to be issued is Reference N:2/1/L.718 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the reference of ICB-BELGIUM-2005-REF-N21L718-2PL40213-0. SCOPE OF PROJECT The probable duration of the project: 520 working days. It is not necessary to fill in a questionnaire. ELIGIBLITY Interested firms must be introduced by their Diplomatic Representative in Brussels (U.S. Embassy) or their NATO National Delegations by means of a Declaration of Eligibility as defined in AC/4-D/2261 Procedures for International Competitive Bidding (1996 Edition). The U.S. Embassy in Brussels must submit this Declaration of Eligibility (nomination letter) to the Material Resources Directorate of the Belgian Ministry of Defence no later than 8 July 2005. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CANNOT BE CONSIDERED. Security classification: NATO UNCLASSIFIED. IMPORTANT DEADLINES Final date for U.S. Embassy in Brussels to submit a Declaration of Eligibility (nomination letter) on your behalf: 8 July 2005 The probable date on which the Invitation for International Bidding (IFIB/IFB) will be forwarded to those on the Bidder List (distribution of the Cahier des Charges): August 2005 Probable closing date for the submittal of bids: November 2005 CERTIFICATION ALL FIRMS WHOSE FACILITY IS LOCATED WITHIN THE UNITED STATES MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO QUALIFY TO BID FOR THIS PROCUREMENT. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. The contracting entity is the Material Resources Directorate of the Belgian Ministry of Defence. However, only firms that the U.S. Department of Commerce has certified as eligible will be allowed to bid. A Declaration of Eligibility (nomination letter) will be submitted on their behalf to the U.S. Embassy in Brussels, which will in turn provide the Declaration of Eligibility to the contracting entity.
