- Operational Contracting, US Air Force Academy, intends to award a Brand Name Sole Source contract utilizing simplified acquisition procedures to ETS-Lindgren for an anechoic chamber for the Electrical Engineering Department at USAFA. The requirement is for use by the Cadets and faculty research for antenna and radar-cross-section analysis. 1. This system must consist of the custom design, construction, on-site installation, and testing/calibration of as well as on-site training for a microwave anechoic chamber along with electronic controlling and measurement equipment. 2. The anechoic chamber portion of the system must be an ETS-Lindgren Model AMS-8700 Multi-Purpose APM/EMC chamber that will be custom designed to meet USAFA?s performance needs and fit into the available space in Fairchild Hall. It will consist of a main rectangular chamber with inside shield-to-shield dimensions of 34 ft. (L) x 13 ft. (W) x 14 ft. (H) and an add-on section of 13 ft. (W) x 14 ft. (H) and 14 ft. (L) that will be installed on site at USAFA. The chamber will be comprised of shielding and shielding components, absorber, two Series 201 4ft. x 7 ft. RF-shielded access doors, and adequate lighting and ventilation. The shielding must be tested to MIL STD 285 at 1GHz. The chamber requires EHP-36PCL, EHP-24PCL, and EHP-12PCL pyramidal polyurethane absorber and WW-8PCL Walkway absorber. The shielding performance must be guaranteed to be at least 100dB above 200kHz. The chamber must be anechoic from 700MHz to 18GHz. The guaranteed reflection level must be better than 30dB at frequencies above 700GHz and better than 50dB above 10GHz. The chamber must have a quiet zone of at least 3 ft. x 3 ft. and provide a multipurpose research/teaching facility. The chamber must be adequate for EMC testing, 3-D antenna pattern measurements, and RCS characterization. The floor absorber must be removable for EMC measurements. The system must include an EMCO Model 2075-2 MiniMast with 20m cable and fiber optic feed-through, and automatically controlled from outside the chamber by an EMCO Model 2090 Dual ?device controller. This dual-device controller must also control a supplied EMCO Model 2015 Multi-Axis Positioning System for 3-D antenna pattern measurements. 3. In addition, the following test-equipment items must be provided: 2-8 GHz, 200-W TWT RF amplifier 8-18 GHz, 200-W TWT RF amplifier 1-18 GHz, 20-W TWT RF amplifier Thermal Imaging and Measurement System with a Radiometric Merlin Mid infrared camera including ThermaGRAM digital acquisition system and frame grabber, 50-mm and 25-mm f/2.3 MWIR lens, and all associated cables and software required for full functionality. National Instruments IEEE 488.2 GPIB Model 107601 Additional High-frequency (18GHz rated) RF cables and GPIB cables for system integration Software, software integration, and training to USAFA EMCO-3161-02 2-4 GHz Standard Gain Horn Antenna EMCO-3161-03 4-8 GHz Standard Gain Horn Antenna EMCO-3161-08 12.4-18 GHz Standard Gain Horn Antenna Model 3142C BiConiLog 26MHz to 3GHz antenna One-year system operational support and software upgrade 4. In preparation for the installation of the anechoic chamber, the existing one must be disassembled and removed by the supplier. 5. This entire system must be provided as a single-source integrated turnkey system and must begin construction by 15 July and complete the entire turnkey project by 30 August. 6. The supplier of this system must have a proven track record of customer-specific designing, simulating, constructing, on-site installing, and on-site testing/calibration of similar chambers as well as a proven track record in entire microwave-measurement lab system integrations. 7. In addition, the supplier must provide a detailed plan for on-site system integration and training. 8. The supplier will not only custom manufacture the chamber to customer specifications, but must also can provide all the specific electronics, write equipment-specific software drivers to control the proprietary electronic equipment, and integrate the entire system. This is a sole source acquisition approved in accordance with FAR 6.302-1. ETS-Lindgren is the only source capable of fulfilling the Government's requirement. The Electrical Engineering Department has detailed specifications for the chamber, and no other type of supply or service will satisfy agency requirements. This Notice of Intent is NOT a request for competitive proposals. However, interested companies who feel they meet the requirements identified must submit a detailed capability package by the date and time identified herein for consideration. If no response is received by 29 June 2005, 12:00PM Noon, MDT, to the effect that comparable supplies and/or services are available that would be more advantageous to the Government than obtaining supplies and/or services through a sole source procurement with ETS-Lindgren, a sole source award will be made.
