- This is an Amendment to combined synopsis/solicitation W31P4Q-05-T-R017. The purpose of this Amendment is to answer questions received. Q. 1. Is an on-site visit allowed during this additional amendment period? A.1. There will be no on-site visit during this period. Q. 2. The original specification indicated that you required a 'dry gap' dynamometer. By the nature of the question asked, the party asked if you have the ability to 'free dump' water after passing through the absorber. Your answer indicated that one co uld assume to have the ability to 'free dump' the water and that a closed loop system is not required. I raise the following issues. a. If the original specification is a 'dry gap' dynamometer, then with your answer, one might assume that you could substitute a 'wet gap' dynamometer. If one does substitute a 'wet gap' dynamometer, it is very possible that the equipment would not be ab le to meet the specifications of the intended purpose. With a 'wet gap' dynamometer, cooling water can 'free dump' into a tank beneath the dynamometer, but then needs to be pumped back to the cooling tower. So a sump would be required which is additional facilities to be added to your test cell. Secondly, a 'wet gap' dynamometer has a water drag that in the case of a 150HP dynamometer is approximately 50 to 100 lb-ft of drag at 8000RPM that would make it difficult to test your lower HP engines. b. By indicating 'free dump', it opens up an ambiguous definition as to what is required to meet the original specification. I would suggest that you either indicate a 'dry gap' or a 'wet gap' dynamometer as the specification. It seems that would be mus t clearer and remove all confusion as to what 'free dump' actually means. A.2. Even though the dyno is called 'dry gap', it still has to be liquid or water cooled. Hence the need for either an open 'free dump' system or a closed 'regenerative' system. By 'free dump' we mean that the water is drained into a sewage drain after it goes through the dyno. The term 'free dump' implies that it doesn't get recirculated. A wet gap dyno does not meet the requirements because it is not acceptable for the lower HP engines.
