Description
The U.S. Coast Guard intends to procure professional training to instruct a Desert Survival Course of approximately 5 days in length to U.S. Coast Guard Personnel, assigned to positions as Survival Instructors. This notice is a solicitation for commercial services in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition will be made on a Small Business Set-Aside Basis. SCOPE: Statement of Work for Survival Instructor Training as follows: Contractor to Instruct a Desert Survival Course of approximately 5 days during the week of September 19-23, 2005 to U.S. Coast Guard Personnel, assigned to positions as Survival Instructors. The course should improve Instructional Skills in survival training. This course should be designed to utilize items that would be found on Coast Guard Aircraft, Fixed and/or Rotary Wing, items of issue to a flight crew, and natural resources found in possible crash sites in arid mountainous/coastal areas. All personnel are trained in Advanced First Aid; any Medical Training should only apply as to Survival Techniques. Review of basic Survival Skills with the emphasis on how to teach survival training in the following areas: Psychology of Survival, Survival Planning for both land and water; Techniques and methods for: Location or Position Fixing, Self -Aid and Buddy Care, Water requirements and procurement, Food requirements and procurement, Shelter construction, Fire Building, Climate and Seasonal Considerations, Travel Considerations, Survival Hazards, Rescue Procedures, and Communications: visual, sound, and electronic. Training is to incorporate the elements listed above into a Practical Field Exercise that will be at least 3 days in duration and conducted in desert climate conditions. Goal of this training is to provide attending personnel review of Survival techniques and improve Teaching Skills on this subject. Class to include 18 to 20 students; date for the course of instruction is September 19-23, 2005 in El Paso, TX. HOW TO RESPOND: In order to compete for this project, interested parties must submit a proposal via fax or e-mail, by June 30, 2005 @ 11:00am EST, to Sonja Aiken, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to saiken@comdt.uscg.mil are encouraged and must be timely. Proposal Evaluation Criteria: (1) Technical Factors/Approach, (2) Past Performance, and (3) Price and price related factors (Firm-Fixed Price). This will be a Best-Value award determination. Price will be a factor but technical factors/approach are far more important. Proposals shall include: cost breakdown of Travel, Material, Other Direct Costs, Indirect Costs, Profit, General and Administrative Expenses, and the Total Price. The following Federal Acquisition Regulation clauses are incorporated by reference: FAR Clause 52.212-1 and FAR Clause 52.212-4. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Jan 04) and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (Mar 04) are attached.
