Description
The United States Department of Agriculture (USDA), Food Safety and Inspection Service (FSIS) plans to issue a Request for Proposal (RFP FSIS- 15-B-05) for housing accommodations in the Washington, DC Metropolitan areas for the USDA FSIS Student Intern Program. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This requirement is being conducted as a full and open competition. The government intends to award this procurement as a firm-fixed price Blanket Purchase Agreement (BPA). The BPA period of performance will be for a 1-year base period with four 1-year option periods. The Contractor must be able to provide housing accommodations in the Washington DC Metropolitan area (MD-DC-VA) to include efficiencies, 1, 2, or 3 bedroom apartments. The minimum number of apartments needed for this BPA would be 2; the maximum number of apartments needed would be 30 per year. The accommodations must provide the following amenities or features: No security deposit required; fully furnished apartments or efficiencies to include fully equipped kitchen with microwave, cookware, baking dishes, mixing bowls, cutlery, dishes, glassware; vacuum cleaner, broom, dust pan; utilities, telephone service, basic cable service must be included; linens for each bed and blanket and pillows; iron and ironing board; towels for each student; 24-hour Emergency Assistance for the housing complex; washer and dryer on the premises; walking distance to Metro stop (not to exceed one (1) mile); air conditioning; close to shopping (grocery stores); and lodging facility must meet the requirements of the Hotel and Motel Fire Safety Act of 1990. To be eligible for award of this procurement, the contractor's lodging facility(s) shall be listed on the U.S. Fire Administratin's Master Hotel-Motel- List. The U.S. Fire Administration's Internet site is at http://www.usfa.fema.gov/hotel/index.htm. Offerors are required to submit a technical and price quote for evaluation by the Government. The Government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government considering price and technical evaluation factors. The offers must conform to the RFP instructions and be received by the closing date and time specified in the RFP. The anticipated release date of the RFP is on or about June 23, 2005. The firm date and time for receipt of offers will be stated in the RFP. Oral communications are not acceptable in response to this notice.
