Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This requirement is 100% set aside for small businesses. Only interested small businesses may submit a quote. *** ***The National Institute of Standards and Technology (NIST) has a requirement for one (1) each, Integrated Variable Angle Spectroscopic Ellipsometer and FTIR Spectrometer to be used in the Polymers Division at NIST in Gaithersburg, Maryland. *** ***All interested Offerors shall provide a quote for the following line items: Line Item 0001: The Contractor shall furnish one (1) each, Integrated Variable Angle Spectroscopic Ellipsometer and FTIR Spectrometer. BACKGROUND A turn-key, stand-alone FTIR spectrometer and variable angle spectroscopic ellipsometer using radiation in the infrared (IR) range, within a single instrument configuration, is needed for the non-destructive characterization and measurement of the thickness, index of refraction, absorption coefficients, optical anisotropy, and chemical composition of thin organic films for applications in organic electronics and photolithography. The ellipsometer is needed to provide depth profile information but is usually configured with visible light or near IR region where very limited chemical information can be obtained. A typical FTIR instrument is appropriate for composition identification but fails to provide depth information, especially for multi-layer samples. IR wavelengths are needed to provide chemical specificity needed to probe details in organic electronics and photoresist thin films. *** ***System shall be capable of all of the following: (1) Cover a spectral range: 400 cm to the negative first power to 5000 cm to the negative first power with a resolution between (1 to 10) cm to the negative first power; (2) A beam spot size of less than 1 cm diameter at the sample; (3) Shall be able to accommodate samples with a diameter up to 200 mm and a substrate thickness up to 25 mm; (4) The angle of incidence shall be computer controlled over a range of (35 to 90) degrees with a precision of at least 0.005 degrees; (5) Include separate, but integrated instrumentation and capability for transmission FTIR measurements. Within the same base equipment, both VASE and transmission FTIR measurements shall be able to be performed separately; (6) The FTIR module shall be able to accept and use standard FTIR accessories such as ATR cells, heated cells, controlled atmosphere, etc.; (7) Two detectors are needed, one dedicated for the VASE and the other dedicated for the FTIR configuration. The detectors may be DTGS detectors with the option for modular replacement with an MCT detector for enhanced sensitivity; Specifications specific to variable angle ellipsometry application include (8) Capable of measuring the sign of delta and the off-diagonal (sp and ps) elements of the generalized Jones matrix for ?straight through? measurements (1 standard deviation, averaged over entire range of (5000 to 400) cm to the negative first power of Tan(psi)=1 +/- 0.005; Cos(delta)=1+/-0.0002 (9) Flexible ellipsometry analysis software that is integrated with the data acquisition software. The software shall be capable of numerical fits to the data with an efficient convergent algorithm, incorporating multiple dispersion models, particularly for thin organic films, vertical profiling, analysis for different measurement configurations (transmission, reflection, ellipsometry, depolarization), and handle multiple sample or multiple data sets. The analysis software shall be able to model biaxial systems, and model off diagonal (sp and ps) elements of the generalized Jones matrix. Specifications specific to FTIR include (10) Compatibility with dry air purge for the elimination of water/ carbon dioxide features in the spectral data; (11) In a straight through configuration, collected spectral data shall have 4 cm to the negative first power resolution, 1 minute signal acquisition, and a signal to noise ratio at 2000 cm to the negative first power of 30,000 to1; (12) a minimum scan time at 4 cm to the negative first power, DTGS detector, of 3 seconds; (13) A computer shall be provided to operate and control the instrument as well as run the data analysis software; (14) On-site instrument installation and training shall be provided. On-site installation shall include uncrating and assembling the equipment so that the equipment is operational and that infrared spectroscopic ellipsometric measurement can be taken on thin film materials. NIST shall be responsible for the availability of any needed utilities for the instrument. During the on-site installation, one day of training at NIST, Gaithersburg, MD in the operation of the equipment and software shall be provided for up to 3 people. *** The contractor shall include in their proposals a quote for the following option line items: Option Line Item 0001: One (1) each, Replacement of DTGS detectors with MCT detectors Option Line Item 0002: One (1) each, Sample heater stage capable of controlled temperatures from 25 degrees C to 300 degrees C Option Line Item 0003: One (1) each, 2-D mapping stage. ***Option line items may be exercised within one (1) year from date of award. *** ***The following provision and clause applies to this acquisition: 52.217-5 EVALUTATION OF OPTIONS Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). (End of provision) 52.217-7 OPTION FOR INCREASED QUANTITY?SEPARATELY PRICED LINE ITEM (MAR 1989) The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within one (1) year from date of award. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. (End of clause) ***Delivery shall be FOB DESTINATION and shall be completed no later than 90 days after receipt of order. *** ***The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** ***Award shall be made to the Contractor who provides the lowest price, technically acceptable quote. *** ****Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. ***The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. ***Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications- Commercial Items. SECURITY REQUIREMENTS Because of heightened security, FED-EX, UPS or similar delivery methods are the preferred method of delivery of proposals. If proposals are hand delivered, delivery must be made through Gate A, and a 48 hour (excluding weekends and holidays) prior notice must be made to the Contracts Office at 301-975-4959. Notice must include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. NIST IS NOT RESPONSIBLE FOR LATE DELIVERY DUE TO THE ADDED SECURITY MEASURES. In addition, Offerors who do not provide a 48-hour notification in order to coordinate entrance to the NIST campus assume the risk of not being able to deliver offers on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, building, room number, etc.) If 48 hour notification was not provided, it is suggested that your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor?s center and complete delivery. ****Submission must be received by 3:00:00 p.m. local time on July 5, 2005.
