Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Coastal Environmental Health (CFCEH), located in Charleston, SC intends to acquire an equipment service agreement for a Applied Biosystems API 4000 Mass Spectrometer on a sole source basis to Applied Biosystems based on the following reasons: 1) In order to maintain this equipment in a superior working condition and to ensure rapid repair in case of malfunction special instruments, specific parts, and specially trained service personnel are required; 2) Applied Biosystems owns the patents on the software and much of the technology associated with the API 4000 Mass Spectrometer, therefore it is believed that they are the only party that can provide support for the API 4000 Mass Spectrometer and the associated software due to the proprietary nature of the equipment; 3) Applied Biosystems is the only vendor for the replacement parts for the API 4000 Mass Spectrometer. The anticipated performance period is from the date of the award through July 31, 2006. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrated technical ability to successfully provide service agreements for the Applied Biosystems API 4000 Mass Spectrometer; 2) Demonstrated technical ability to provide specific instruments, specific parts and specially trained service personnel to provide service on the Applied Biosystems API 4000 Mass Spectrometer; 3) Demonstrated ability to obtain replacement parts for the Applied Biosystems API 4000 Mass Spectrometer; 4) Demonstrated past performance on similar service agreements involving the Applied Biosystems API 4000 Spectrometer. The applicable NAICS code is 811219. DOC, CASC requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
