The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The incumbent will assist the (Colombian National Police) CNP in improving its force protection and security measures at multiple police stations and bases throughout Colombia. These sites are subject to frequent terrorist attacks. USG assistance includes training, equipment and construction of hardened facilities. In addition, the PSC will provide backup assistance to the CNP Anti-narcotics (DIRAN) airmobile interdiction program and to the reestablish police presence (Carabineros) program. STATEMENT OF WORK Under the direction of the Narcotics Affairs Section (NAS) Deputy Director, advise/assist assigned NAS activities in support of the bilateral narcotics control program. B. Advise/assist the Colombian National Police (CNP) on specific matters related to base and site security and force protection. Continually evaluate and advise the designated units of the CNP on security policies and procedures. Coordinate with other embassy elements and Colombian agencies to assess the threat levels in various sites to determine and implement appropriate security measures. C. Coordinate projects to upgrade the security and defensive capability of CNP bases and stations, including the identification of construction and equipment requirements. Determine training needs, identify best sources of training, coordinate training requests and trainng teams. Conduct both small-scale, on-the-job training and formal training, as feasible. D. Advise/assist the DIRAN in the road interdiction project that enhances the CNP capability to interdict the movement of illegal drugs on Colombia's road network. E. Assist the NAS Carabinero Project Advisor in organizing, training, and equipping CNP units assigned to the reestablish police presence project. F. Coordinate with the NAS construction section on the security aspects of NAS construction projects throughout Colombia. G. Ensure that USG-provided commodities are effectively utilized, and that there is no fraud, waste, or mismanagement in the program, through continuous oversight and end-use monitoring responsibility in the operational area. H. Continuously evaluate and advise the NAS on the performance of Colombian agencies receiving USG-funded assets and resources in order to recommend improvements to the project. I. Assist in project budget preparation and program planning. J. Brief State Department, Congressional and other visiting officials on the status of the projects; and assist in developing appropriate itineraries and in escorting official travelers, as directed. MINIMUM QUALIFICATIONS A. U.S. citizen, eligible for a State Department security clearance. B. High School graduate or equivalent with ten years experience I the military or law enforcement (prefer experience in programs relted to counter narcotics, counter-terrorism and low intensity conflict), Bachelor's degree highly desired. C. Five years relevant overseas experience in Latin America which should include training of foreign nationals in ground opertions/small unit tactics, checkpoint operations, command control and communications, weapons training, base construction, and security and defense planning and operations. D. Experience in managing/planning logistics of forward operations. Applicant should have proven coordinating experience with host country military, police and civilian officials; familiarity with U.S. and Latin American police or military operations. E. Bilingual in English and Spanish at the Foreign Service Institute R-3, S-3 level or the Defense Language Proficiency Test level 3/3. F. Experience in drafting plans and reports in English desired. G. Physically qualified to live in Colombia and to engage in frequent tarvel to and within remote locations of the country. Required Skills/Abilities A. Special Forces, Infantry, operational and training center experience; base security and defense planning and operations background; B. Advisory experience with foreign national plice or military; C. Supervisory experience; D. Knowledge of office procedures and report writing; and, E. Special Forces and infantry, law enforcement, military construction and base security/defense planning and operations training. Supervision Received/Contract Administration A. The Contractor shall work under the guidance of NAS Deputy Director. The NAS Management Officer shall be designated the Contracting Officer?s Representative. The Contract Administrator shall be the Contracting Officer,INL/RM/MS. B. The COR is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor?s performance at significant stages of its development. C. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government?s requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. Complexity: The contractor will advise/assist the CNP in all aspects of assigned projects. The contractor will be foreced to rely upon personal expertise to make rapid, on-the-spot decisions, given the unique nature of the position. Scope and Effects: Assignments or objectives may involve extensive analysis and investigation to detect and resolve problems that impact on the efficiency and effectiveness of future international narcotics control operations and programs. Personal Contacts: Contacts are with all levels of host government personnel, particularly in the CNP. The incumbent serves as the NAS Liaison with the CNP concerning implementation of the project and must often use persuasion, diplomacy and cooperative relationships with contacts in order to futher USG goals. EVALUATION CRITERIA Factor 1. Demonstrated relevant overseas experience in Latin America which includes training of foreign nationals in ground opertions/small unit tactics, checkpoint operations, command control and communications, weapons training, base construction, and security and defense planning and operations. Factor 2. Demonstrated experience in managing/planning logistics of forward operations. Proven coordinating experience with host country military, police and civilian officials; familiarity with U.S. and Latin American police or military operations. Factor 3. Special Forces, Infantry, operational and training center experience; base security and defense planning and operations background. Factor 4. Past Performance evaluation of applicant?s ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
