Description

The Air Force intends to issue a solicitation for Base Logistics Services at Los Angeles Air Force Base (LAAFB) at El Segundo, California, on or about 24 June 2005. (A date for a site visit/pre-proposal conference will also be announced at that time.) This requirement was previously synopsized in Fed Biz Opps in October 2004. The contractor shall provide all personnel, equipment, materials, supervision, and other items and services necessary to perform Base Logistics Services at LAAFB. Services include, but are not limited to: Base Supply Services including (1) operating the Standard Base Supply System (SBSS), (2) processing requests, storage, and issue of supplies and equipment, (3) maintaining accountability records of equipment [Note ? items 1,2, and 3 may not be required or exercised for option years 2,3, and 4], (4) providing customer service and research capabilities, (5) operating Hazardous Material Cell, and (6) providing Medical Logistics functions; Deployment Operations including (7) managing mobility bag and chemical warfare assets to support contingency operations, (8) providing required ground transportation; and Transportation Operations including (9) provide, operate, insure, and maintain a contractor-owned vehicle fleet comprised of approximately 70 new vehicles including sedans, pickups, mini-vans, cargo vans, and buses, and also 4 used forklifts subject to a total mileage cap, (10) operate the Base Motor Pool, (11) operate a packing, crating, and cargo movement section, (12) provide pick-up and delivery service, (13) provide Distinguished Visitor (DV)/VIP transportation support, and (14) provide and operate a Los Angeles Air Force Base shuttle service. The contractor shall perform in accordance with the standards outlined in the performance-based Statement of Work (SOW). The government anticipates awarding a 12-month basic year and 4, one-year options for a Firm-Fixed Price type contract with cost reimbursable CLINs for overtime, fuel/oil etc., special event support, and training/travel. The anticipated maximum amount of the proposed contract is $12,200,000.00 over the life of the contract. The NAICS Code is 561210 (Facilities Support Services) with a $30,000,000.00 size standard. Services will be procured pursuant to the requirements in FAR Part 12, Acquisition of Commercial Items using Performance Price Trade-off (PPT) with past performance approximately equal to price. The solicitation package will be issued as a Request For Proposal (RFP), and competition will be set-aside 100% for 8(a) contractors nationwide. Contract teaming is encouraged as prescribed under the SBA rules for Joint Ventures, Prime Contractor/Subcontractor arrangements, and the SBA or DOD Mentor-Prot?g? Procedures. The RFP will be posted solely on the Electronic Posting System, Fed Biz Opps at (http://www.eps.gov). No paper copies will be issued.
