- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. Offers will be received no later than Friday 15 July 2005 4:00 PM. Proposal may be submitted to : Joanne.Botwinick@us.army.mil The contract period is approximately for a Base Year 01 October 2005 through 30 September 2006 with 2 Option Periods and Su bject to Availability of Funds. 2. Evaluation of Proposals will be based on the Lowest-Price Technically Acceptable. 3. Bids for Geese Control will be based on a daily basis. DIRECTORATE OF PUBLIC WORKS FORT MONMOUTH, NEW JERSEY 07703-5000 WORK LOCATION: FORT MONMOUTH MAIN POST AREA SCOPE OF WORK: GEESE CONTROL GENERAL It shall be the purpose of these specifications to provide for an environmentally friendly harassment technique to control Geese with open class or better sheep trial dogs, radio control boats or other approved means. This is to result in the control of t he resident, local and migratory Geese population. Contractor must be knowledgeable of and adhere to all laws and regulation of all Federal, State, County & Local laws governing the management of Geese. SCOPE OF WORK 1. Contractor must perform said techniques at Ft. Monmouth main post and sub-post areas a minimum of three times per day, seven days per week for the period of 1 January to 15 June and 15 July to 31 December, rain or shine, dawn till dusk, at variable hou rs. Contractor shall not harass geese from 16 June to 14 July. 2. A written report of the time when contractor is at the site showing when he arrived, approximately how long contractor was at the site and the approximate number of geese at the site. This report shall be included with the monthly billing. 3. Dogs must be able to perform their techniques both on land and in the water. Dogs must enter the water if commanded to do so by contractor/owner. Contractor shall determine the number of dogs to be used to maintain a Geese free environment. 4. No waterfowl or other living creature shall be killed, harmed, or injured in any way by dogs. 5. Contractor must be able to provide documentation to educate and inform both the public and/or press in the behavior and the environmentally safe harassment techniques being used. 6. Radio controlled boats may be used on the pond if deemed necessary by the Contractor. The Government shall be notified prior to the use of radio-controlled boats. There shall be no additional charge for these services. 7. Contractor must have a minimum of three years experience in this technique and must provide written reference and proof of experience with the bid.
