Description
The Department of Defense is requesting information and seeking sources regarding standoff detection technologies capable of performing post-decontamination verfication on surfaces. Surface Detection/Post-decontamination (SurfacePD) is the process u sed to insure that contaminant levels are within suitable safety levels after decontamination. Any technology used to perform SurfacePD would have to be capable of detecting, identifying, locating, and quantifying very low concentration of chemical warfar e agents on and/or absorbed into surfaces. The technology presented should be high-sensitivity, non-contact, and requires no collection. Expendables related to the detection process should be minimized. Scanning and imaging techniques are acceptable. Sug gested application will include, but is not limited by, decontamination verification of CARC painted items, electronic components, clothing, and skin; however one technology does not necessarily have to address all the applications. Desired specifications include, but are not restricted to or limited by, the following parameters (current goal/desired goal): Agents: VX, thickened HD and GD/All agents that pose a persistent chemical threat. Substrates: Equipment, Sensitive Equipment, Personnel/same. Sensitivi ty: ED50 assuming 1-square-meter exposure/ED50/10. Range: 0.01-meter/1 meter. Response time: 1-square-meter in 5 minutes. Size: Not applicable at this state/0.1-cubic-meter. Weight: No applicable at this stage/26 lbs. Note: ED50 values may be found in FM 3 -11.9 Potential Military Chemical/Biological Agents and Compounds, January 2005. (https://atiam.train.army.mil/soldier/Portal/atia/adlsc/view/public/9655-/FM/3-11.9/TOCH.HTM) Note: Sensitivities are not indicative of proposed decontamination limits, which are based on the Worker Population Limit and the General Poplulation Limit. The WPL and GPL are defined by Summary of Chemical Agent Air Exposure Values, OSHA, 23 December 2004 (http://www.osha.gov/SLTC/emergencypreparedness/guides/nerve_cwa_air_table_080 32004.pdf) This is a sources sought notice for planning purposes only. This is not a solicitation and does not obligate the Government to issue a solicitation. Any interested parties must submit concise information showing a superior understanding of the fundamental problems and tehnological solutions. Submissions must not exceed fifteen (15) pages. The paper should include a detailed description of the technology, any material, (theoretical data, experimental data, and modeling results) that supports it s use in this application, background information that shows maturity of system for this and/or other applications, and an indication of hardware availabillity for further testing. Interested parties should respond by 21 July 2005 to Ms. Tandee Carr, Cont ract Specialist, at Tandee.Carr@us.army.mil. Responses should include the interested source company's name, complete address, CAGE code, size of business (large/small) and a technical point of contact with phone number and email address. Any information submitted by respondents to this survey is strictly voluntary. The Government will not pay for any information submitted in response to this sources sought survey. All proprietary information should be marked as such. Pont of Contact: Ms. Tandee Carr, 4 10.436.4398 - email your questions to RDECOM Acquisition Center - Edgewood at Tandee.Carr@us.army.mil
