- THIS IS A REQUEST FOR INFORMATION ONLY. The Jacksonville District of the US Army Corps of Engineers is planning the dredging and material disposal for aquatic ecosystem restoration purposes in two portions (Reaches) of Stevenson Creek. Reach 1 exte nds southeastwardly approximately 1,700 LF from the North Fort Harrison Street Bridge to the Pinellas Trail Bridge. Reach 2 extends approximately 1,900 LF southeastwardly from the Pinellas Trail Bridge to the Douglas Avenue Bridge. Reach 1 would be dred ged to a depth of 3.5 NGVD requiring the removal of an average of 3 feet of material and yield approximately 90,000 cubic yards of dredge material. Additionally, two littoral shelves for mangrove habitat, approximately 1.5 and 1.7 acres in size, respectiv ely, would also be constructed in Reach 1. Reach 2 would be dredged to a depth of 2.5 NGVD requiring the removal of an average of 2 feet of material and yield approximately 42,500 cubic yards of dredge material. The spoil material has an approximate com position of 25-45% organic muck and 55-75% sand. A dewatering site with about two usable acres of land is provided approximately 800 LF southeast of the Douglas Avenue Bridge. The contractor will be responsible for developing the dewatering site and retu rning it to a condition that will be acceptable to the Government. A permanent disposal site with capacity for all of the spoil material is provided approximately 21 miles northeast of Stevenson Creek in unincorporated Hillsborough County. Clean sandy m aterial can be disposed of in a City of Clearwater Maintenance Yard within five mile of the site. The contractor will be required to meet or exceed all conditions that will be outline in the Water Quality Certificate that will be granted by the State of F loridas Resource Agencies. At this time the Governments contractual alternative for the project is to direct the contractor to use the lands mentioned above to conduct the work required to complete the contract. The purpose of this RFI is to seek indust ry input to gauge interest in the project, to investigate plausible methods of completing the work in an environmentally acceptably, timely, and cost effective manner, and to verify budgetary assumptions. Request industry submit recommended methods of dev eloping the dewatering site and transporting the material to the permanent disposal site as stated above. Also, provide information that identifies your firm to be one of the following: 1) large business, 2) small business concerns, 3) veteran-owned smal l business concerns, 4) service-disabled veteran-owned small business concerns, 5) HUBZone small business concerns, 6) small disadvantaged business concerns, or 7) women-owned small business concerns. The submission of this information is for planning pur poses only. The Magnitude of Construction is between $1,000,000 and $5,000,000. The Jacksonville District Corps of Engineers does not intend to award a contract on the basis of this Request for Information nor otherwise pay for the information solicited.
