Description
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the req uirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fourteen days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The purpose of this request is to obtain interfacing, software, and future upgrade alternatives, offering full (100%) compatibility and interoperability with existing system components at Jim Woodruff and Walter George powerhouses. Interfacin g for SCADA and related equipment is required for Hydropower Projects at Jim Woodruff and Walter George powerhouses. SCADA system components and software shall be fully (100%) compatible with the software of South Eastern Power Administration (SEPA) contro l area, which is interfaced with SCIPAR software and controls, as manufactured by SCIPAR Inc, 26 West Spring St, P.O. Box 400, Buffalo NY. This system utilizes a proprietary data interface. Responses are required fourteen (14) days after publication of thi s notice. Responses should be addressed to: U.S. Army Corps of Engineers, Mobile, ATTN: CESAM CT-S, P.O. Box 2288, Mobile, AL 36628 0001 and will be directed to Linda Stanley, (251) 441 5539. Firms interested in being considered shall provide manufacturer' s name, product data and written statement of compatibility. The written statement of compatibility shall include necessary backup information and support documentation. A list of projects in which SCIPAR software and controls, as manufactured by SCIPAR In c has been successfully interfaced with shall be provided. List shall include exact location of project and a point of contact with phone numbers. The Government will not pay for any material provided in response to this synopsis nor return the data provid ed. See Note 22
