Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Federal Acquisition Regulation (FAR) Part 13 applies. The applicable Request for Quotation (RFQ) number is RFQ M67854-05-Q-3049. The North American Classification System Code (NAICS) is 332312, with a size standard of 500 employees. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-04 and DFARS Change Notice 20050606. The Marine Corps Systems Command has a requirement for ten each quadruple containers (Quadcon) containing adjustable shelving inside to be used by the USMC for storage of numerous different items (CLIN 0001). Use. The Quadcon Assembly, Adjustable Shelving Unit?s (unit) primary purpose is to store general mechanic?s toolboxes and other various items during storage and transportation under a wide variety of conditions. The unit shall provide for ease of use and consist of a Quadcon with adjustable shelving with a device to retain items in their intended location during transportation, storage, and rough handling. The usual operating procedure will be to load the unit with the desired items and transport it to the work site, open it, issue general mechanics tool boxes or any other items that may be stored within the container, and start work. Once the general mechanics toolboxes are issued to the Marine, the unit may be used for any additional storage of items like meals r! eady to eat (MREs) or any other items. The adjustable shelving unit and the restraints used to hold items in their intend location, the centerpiece of the system, shall be commercial items needing very few modifications to get the desired solution. Applicable document. The following document forms a part of this specification to the extent specified herein: Commercial Item Description A-A-49486-A ? Padlock Set (Individually Keyed or Keyed Alike) dated 3 July 2001, supercedes A-A-59486 dated 6 August 1999. All items must meet t! he following salient characteristics: A. Design. 1. Construction of the unit. The unit shall be new and constructed of parts and material that are without defect. Each unit shall be delivered assembled so that the unit can be immediately used for its intended purpose. 2. Materials. Unless otherwise specified herein, the unit and its various items shall be made of any suitable material that will meet the performance requirements set forth in this synopsis. 3. Workmanship. The quality of workmanship imparted to the unit shall equal or exceed that typically provided to domestically produced commercial products of this type. The unit presented for acceptance shall be free from irregularities and anomalies that degrade form, fit, function, performance, or appearance. 4. Weight. The weight of the fully assembled adjustable shelving unit and other various components shall not exceed 193 Kg. B. Container and Shelving Unit. The unit shall be constructed of any mater! ial that provides the following characteristics: 1. General exterior configuration. The unit shall be constructed from a new Quadcon and shall meet all ISO standard 668 and 1496-1. 2. Hardware. All metal hardware items on the unit shall be corrosion resistant and shall be able to withstand long term attacks from saltwater corrosive atmospheric conditions. 3. Security. The unit shall come with padlocks that conform to the requirements of Commercial Item Description A-A-59486-A. Padlocks shall be keyed as pairs since a padlock is needed on each side of the container to enable it to be secured. The key shall be captured in the lock tumbler when the padlock is open/unlocked. Padlocks do not require chains. Padlocks shall be of solid construction, hard steel, 1/4? to 5/16? shackle diameter, and a minimum of 7/8? clearance between body and shackle. 4. Interface dimensions. The exterior/interior dimensions of the Quadcon shall be of standard dimension known commerci! ally; external length 1,457 mm, external width 2,438 mm, external height 2,082 mm, internal length 1,419 mm, internal width 2,296 mm, internal height 1,889 mm, door opening width 1,362 mm, door opening height 1,791 mm. These dimensions, both exterior and interior shall not be exceeded under any circumstances. The container shall still meet the other requirements of this description. 5. Finish. The exterior surface finish shall be clean and corrosion resistant and shall have no sharp edges or projections. 6. Color. The color of the unit shall be Dark Green (34083) in accordance with Fed Standard 595 and the unit shall never need painting to maintain this color appearance. C. Interior adjustable storage system. The interior adjustable storage system shall be provided so that the items stored on the shelves can be located and withdrawn from the Quadcon without having to sort through other items. The interior adjustable storage systems shall be constructed of materia! ls that are lightweight, non-corrosive, and entirely compatible with the items to be stored in this shelving unit. The interior adjustable storage system shall have a minimum of eight shelves. These shelves shall span the entire width of the door openings and shall be able to hold a total of 24 general mechanics toolboxes. The dimensions of the general mechanics toolboxes are approximately 63 cm deep x 44 cm tall x 35 cm wide, but there are various sizes in use in the field. Each shelf shall hold no less than 249.5 kg. The shelves shall be coated with a protective lining (e.g. LINE X or RHYNO LINING) that enables a toolbox to slide across the shelf without damage to the toolbox or the shelf. This protective coating shall also help keep items in their intended location during rough handling and transportation. The shelves shall be easily adjustable with common hand tools with little or minimum effort from a single user. A device, like a strap, shall also be incorporat! ed into the design to keep the items in their intended location. The retaining device shall be fully adjustable to accommodate items of various size. D. General performance. 1. Human engineering. The unit shall be designed so the doors can be opened and closed and the retaining devices can be operated by persons wearing insulated work gloves. 2. Temperature performance. When the unit is closed, latched and stored for three hours at a temperature no warmer than -20? F, the unit doors, latches, and other accessories shall be operable without difficulty. All components shall be operable in cold, basic and hot temperatures. All components of the unit shall be operable in temperatures from -20? F to 140? F, with relative humidity of 100%. 3. Ambient temperature rough handling resistance. A fully assembled and loaded unit shall withstand being dropped from a height of 24? onto a concrete floor without sustaining deformation to the adjustable shelving assembly unit or th! e components that make up the adjustable shelving unit assembly, and there shall be no loss of shelf contents. E. Markings. A diagram showing the assembly process of the shelving unit and components list shall be provided with each unit and shall be permanently affixed to the inside door of the container. In addition, warranty information concerning the unit shall also be permanently affixed to the inside door of the container. Warranty information shall include the Government contract number, the date of manufacture (month and year), name and address of contractor, a toll free phone number for warranty service calls, and any other means of contacting the contractor such as fax number or e-mail address. A complete list of the accessories including the nomenclature, manufacturer?s part number and NSN, when known, shall also be permanently affixed to the inside door of the container. F. Packaging requirements. Packaging/Preservation/Packing shall be in accordance withthe best commercial practices to afford maximum protection against damage. G. Warranty. The contractor shall warranty both the unit and the components contained therein. The contractor shall address their commercial warranty provisions including duration and limitations of warranty, provisions for extended warranty, and procedures for return of the items to the offeror for repair or replacement. DELIVERY INSTRUCTIONS: CLIN 0001 shall be priced FOB Destination. Delivery to Marine Corps Logistics Base, Albany, GA shall be no later than 120 days after award. Inspection and Acceptance shall be Destination. Offerors shall furnish, as part of their quote, all descriptive material illustrations, drawings, clear description of product, photos of finished product, technical and/or other information in electronic MS PowerPoint ver. 2000 format necessary for the contracting activity to determine whether the product meets the minimum salient characteristics listed above. This ! material shall be no more than 10 pages and shall address each of the salient characteristics in order to determine if the products meets the Government?s requirements. The quote should be valid for a period of 60 days. Provided as an attachment to this synopsis is a digital image of this concept/idea. The use of this particular image does not imply the Government has a preference for this specific unit, nor does it imply that the item in the image automatically meets our requirement. This image is included as an illustrative sample only. Basis for Award: The Government will award a Firm-Fixed Price (FFP) order to the responsible offeror whose quote is determined to be technically acceptable at the lowest price and conforms to all other requirements of this RFQ. Offerors must be determined to be responsible in accordance with FAR 9.104-1. Technical acceptability shall be based on the item?s capability to meet all of the characteristics described above and on the proposed warranty provisions. APPLICABLE PROVISIONS AND CLAUSES: Quotes received without the completed copy of the provision at FAR 52.212-3 will be considered non-compliant. Beginning January 1, 2005, the FAR requires the use of the Online Representations and Certifications Application (ORCA) in Federal solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previ! ously found in solicitations.
