- NAICS Code: 541710 THIS IS A PRE-SOLICITATION SYNOPSIS FOR STUDENT LABORATORY SERVICES TO BE HIRED ON A CONTRACT BASIS BY THE US ENVIRONMENTAL PROTECTION AGENCY. The solicitation number is ORDPS/X6C025 (RFQ-RT-05-00311). The Epidemiology and Biomarkers Branch (EBB), Human Studies Division (HSD) of the National Health and Environmental Effects Research Laboratory (NHEERL), Office Research and Development (ORD) at the U.S. Environmental Protection Agency (EPA) is seeking an individual to provide services under a contractual agreement in support of biomarker and epidemiological studies of environmental effects on human health outcomes. The successful candidate should be pursuing a Ph.D and currently enrolled in a doctoral degree program in epidemiology, biostatistics, statistics, or environmental science. EBB conducts clinical and epidemiological research to improve the understanding of human health risks associated with environmental pollution. The student contractor will assist in providing statistical and analytical support on a nationwide study of beach-goer health conducted between 2002-2008. Major responsibilities include: 1) conducting data analysis, documenting statistical code and interpretation of results; 2) generating weekly status reports; and 3) assisting investigators in preparing reports, presentation and summaries of the data. Overnight travel is also anticipated in support of epidemiological studies. The student contractor should have experience using SAS and analyzing large data sets, as well as experience with analytical statistical methods. Other useful skills include knowledge of, or managing, large databases. Knowledge about, or previous experience with, water or other environmental sample collection, microbiology, infectious disease, epidemiologic study design, and survey sampling would be helpful. The student contractor will be responsible for writing programs in SAS and other statistical programs to verify the quality of data sets received each week and generating weekly status reports; the student contractor will also provide support in cleaning data, conducting data analyses, and clearly documenting statistical code. The student contractor will assist in the preparation of comprehensive reports and manuscripts summarizing project activities. Overnight travel is also anticipated in support of epidemiological studies. This work is to begin approximately late July to early August 2005and will last six (6) months. Three additional 6-month option periods exist. The total period of performance will not exceed 24 months. It is anticipated the student contractor will work an average estimate of 15-30 hours per week during the academic year; with an average estimate of 25-40 hours per week during academic breaks. The principal duty station location is the EPA Human Studies Facility, 104 Mason Farm Road, Chapel Hill, North Carolina. Work will be performed primarily in an office setting. The initial contract for 6 months will represent an estimate of 800 hours of effort. Each additional six month period will also represent approximately 800 hours each.
