- Request for Quotation HSTS04-05-Q-RED133 Aircraft Unit Load Devices This is a combined synopsis/solicitation for the purchase of fifteen (15) Aircraft Unit Load Devices. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation, HSTS03-05-Q-RED133, is issued as a Request for Quotation (RFQ). This solicitation is unrestricted. The associated NAICS industry group code is 481112. The small business standard size is 500. The procurement of Aircraft Unit Load Devices to be used for storage of test articles at the Transportation Security Laboratory (TSL). The TSL is tasked with testing, evaluating, and certifying various types of explosives detection systems. In order to complete these certification tasks, hundreds of pieces of luggage and other devices are utilized by the TSL. The Aircraft Unit Load Devices must comply with the following specifications. 1. Certified, aluminum construction, ULD aircraft containers 2. Bifold aluminum door (one side only) 3. Door should be lockable 4. Palletized base capble of being forklift able along three (3) sides of the container (front, back and inboard sides) 5. Contain one (1) or more placard holders fitted to the body to accommodate a destination placard of standard size A5 6. Two (2) non-protruding handles or straps shall be located on each side panel of the container. Each handle shall provide for gripping with a gloved hand and have local attachment strength of 1,000 lbs. in any direction 7. Container joints and seams shall be sealed to inhibit the entry of water/moisture 8. Container to be in compliance and certified to NAS3610 specification The total of fifteen (15) Aircraft Unit Load Devices are required by September 15, 2005 or sooner. TSA requires offerors to propose a fixed unit price for the item identified in CLIN 0001 based on FOB origin. The line item is as follows: CLIN 0001 Unit Load Devices, Quantity (15). TERMS AND CONDITIONS: TSAAMS 3.2.2.5-4 Contract Terms and Conditions-Commercial Items, TSAMS 3.9.1-1 Contract Disputes, 3.3.1-25 Mandatory Information for Electronic Funds Transfer (EFT) Payment - Central Contractor Registration (CCR), 3.2.2.5-3 Offeror Representations and Certifications-Commercial Items, and 3.3.1-17 Prompt Payment apply to this solicitation. These clauses (Attachment 2) must be requested via email. The order for the products and services shall include the clauses previously stated and subsequent delivery orders will be subject to these terms and conditions. This effort shall result in an order for supplies for a period of performance from the date of contract award. Offerors are encouraged to propose volume discounts.. EVALUATION CRITERIA: Offers will be evaluated on 1) The pricing offered to the Government 2) Ability to meet product specifications. Award will be made on a best-value basis in conjunction with these factors. QUOTES ARE DUE NO LATER THAN 5:00PM (EASTERN STANDARD TIME) ON JULY 8, 2005.
