- Sources Sought The Centers for Medicare & Medicaid Services (CMS) is seeking to identify sources to perform a ?Resource Center? role in support of 54 State Health Insurance Assistance Programs (SHIPs), the SHIP Steering Committee (SHIP representative body), and CMS Center for Beneficiary Choices (SHIP grant administrator). The Resource Center will be required to provide services in the areas of program development and support, communication infrastructure, best practice identification and dissemination, peer-to-peer program administration information, training education, and administrative support. The Resource Center should demonstrate knowledge and experience with the SHIP program or other federally regulated volunteer or community-based consumer education program. As a Resource Center, the contractor must have the ability to effectively perform the following functions: 1. SHIP Program Development and Support, including the following: a. Assistance with questions on Medicare and other issues specific to the SHIP program b. Solicitation and dissemination of SHIP-prepared training, information and outreach materials for dissemination c. Development of program support materials, including examples of unique and innovative counseling, training, outreach or program strategies. d. Development of innovative forums to facilitate peer-to-peer communication and information sharing. 2. SHIP Special Projects ? facilitate intensive training/support opportunities to improve SHIP performance in a specific program area. 3. Information Management and Communication with SHIPs, including the following: a. Overall content management of the SHIP website (www.shiptalk.org) b. Development and dissemination of a weekly communication product to inform SHIPs of items relevant to program needs. 4. Training Support, including the following: a. Development and implementation of a comprehensive orientation program for new SHIP directors. b. Group teleconference trainings for new SHIP directors. c. Teleconference trainings to promote SHIP program development. d. Local SHIP training support on the SHIP National Performance Reporting system, the SHIP website, and Resource Center services. 5. Administrative support to the SHIP Steering Committee and SHIP Partnership 6. Coordination of annual meetings, including the annual SHIP Steering Committee meeting, annual SHIP Partnership meeting, and SHIP Annual Training National Conference. The Resource Center must have the ability to successfully complete the functions mentioned above, as well as the capacity to perform other tasks requiring similar skill sets.
