Description
STATEMENT OF WORK FOR ALTIRIS CONSULTING 1.0 One Senior Consultant from Altiris, will report to USSTRATCOM/J2263, Offutt AFB NE daily (0800-1700) in support of this Statement of Work (SOW). 1.1 Scope of Work: The system to be supported by this SOW consists of PC hardware, Microsoft 2000 operating systems, SUN desktop Systems, UNIX operating systems, mixed network architecture, and numerous systems utility programs. Immediate and unfettered access to Altiris proprietary information is essential to maintain the current system and to ensure future systems upgrades are compatible with the existing computing environments. Applicable sub tasks are identified in sections 4 and 5 of this SOW. The contractor shall provide one Senior Consultant to perform the tasks identified in this SOW. The contractor shall perform to the standards in this contract. 1.2 Background: The SCI and Intelligence Systems Division (J226) is responsible for the design, development, implementation, operation, and maintenance of the United States Strategic Command (USSTRATCOM) Intelligence Network (SINET), collateral intelligence portions of the Command?s Secret Fiber Optic Backbone (SFOB) and other SCI networks to support USSTRATCOM intelligence activities. The SINET and SFOB are both distributed client/server communications-computer systems comprised of a number of segments. Each segment within the USSTRATCOM SINET is identified by the primary functional activity being supported by the projects and communities of interest (COIs) within each segment. The current SINET and intelligence-associated segments of these domains are identified as follows: Collateral SFOB Intelligence Tools Office Automation Space Intelligence Production Information Operations Collection Management Communications/ Message Handling Exercise Simulation and Modeling Intelligence, Surveillance and Reconnaissance Asset Management Multi-source, Integrated Data Base Network Management Geospatial Application and Production Targeting Indications and Warning Imagery Production, Exploitation, and Dissemination The intent of the preceding listing is to provide a definition of the intelligence systems architecture and to provide a frame of reference, to the contractor, for understanding the intent of this SOW. 1.3 Contract Manager: The contractor shall provide a contract manager who shall be responsible for the performance of the work (administrative, technical and project planning, coordination, analysis, and tracking of all tasks and documentation identified within the task order). The name of this person, and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer. 1.4 Contract Personnel: All personnel shall be currently SCI indoctrinated, have a current SBI and TS clearance on file with DISCO, or be SCI eligible. SCI eligible means individuals who have had, within the last five years, a favorable: Special Background Investigation (SBI), Special Background Investigation-Periodic Review (SBI-PR), or a Single Scope Background Investigation (SSBI). Unfavorable Investigation for SCI eligibility can result from: undesirable character traits; financial irresponsibility, arrests, convictions, disciplinary actions, alcohol abuse, security violations and unauthorized release or disclosure of classified material; sexual considerations (promiscuity, prostitution, extramarital relations), sexual perversion, cohabitation, mental disorders and traits; illegal possession or use of controlled substances (drugs to include marijuana); questionable loyalty to the United States; non-US citizenship of individual or family members; close foreign associations; HIV infection (AIDS). 1.5 Contractor Training: The contractor shall ensure the consultant is Altiris certified and kept current in all new development of Altiris software suite to include but not limited to; Asset Management, Client Management, Inventory Solution, Server Provisioning, Wise Package Studio and Help Desk Solution. 1.5.1 The Technical Monitor, a J2263 asset, will monitor contractor efforts to ensure technical suitability and will review contractor efforts at specific stages of task accomplishment. Quality checks by the government do not relieve the contractor from establishing their own quality assurance procedures. 1.5.2 The Quality Assurance Evaluator (QAE) will provide written notification, through the Technical Monitor and 55CONS/LGCX, to the contractor when performance of any task does not meet standards. 1.5.3 Contractor may presume CDRL acceptance of each CDRL delivery unless informed by Technical Monitor, in writing, within 15 workdays of receipt by the government. 1.6 Administrative Requirements: 1.6.1 Points of Contact: 1.6.1.1 The Technical Monitor is USSTRATCOM/J22632, (402) 294-8727. 1.6.1.2 QAE is USSTRATCOM/J22631, (402) 294-0079. 1.6.1.3 Program Manager is USSTRATCOM/J2261, (402) 294-7534. 1.6.2 Period of Performance: 19 weeks from date of contract award. 1.6.3 Place of Performance: The contractor shall work on site at USSTRATCOM/J2263, LeMay Bldg, Offutt AFB, NE. 1.6.1 Normal Hours of Operations: The contractor shall perform the services required under this contract during normal hours that are 0800 to 1700, Monday through Friday, with one hour each day allowed for lunch. The lunch hour should normally be taken between 1100 and 1300, but may be changed at the convenience of the contractor and the Technical Monitor. Because of the dynamic and demanding environment in which we operate, before/after normal duty hours to perform software installations, night and/or weekend work may be required. The Technical Monitor will attempt to provide at least one day?s notification by telephone, however, this is not always possible. Overtime is not authorized. 1.6.2 Required Meetings: The contractor shall attend, but is not limited to, the following weekly meetings: Infrastructure IPT, Imagery/Geospatial IPT, GMI IPT, Production and Status (Prod & Stat). The Program Manager or QAE will notify the contractor of time and location of all required meetings. 1.6.3 Legal Holidays: The following legal holidays are observed: New Years' Day 1 January Martin Luther King's Birthday Third Monday in January President's Day Third Monday in February Memorial Day Last Monday in May Independence Day 4 July Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day Second Monday in November Thanksgiving Day Fourth Thursday in November Christmas Day 25 December 1.6.4 Vacation and Sick Days: Resident contractor personnel earn and accrue vacation and sick leave. It is therefore understood contractor personnel performing on this tasking may be absent from the task performance site for either extended vacation or sick leave. Planned vacation shall be coordinated with the Program Manager, or in his absence, the QAE. Leave coordination is required to avoid conflicts with the government program schedules. For any vacation time or sick leave, the government may require the contractor to provide a substitute employee with the same security and experience requirements. 1.6.5 Travel: If travel is required by the consultant, the contractor shall be responsible for all expenses. 2.0 DEFINITIONS: N/A 3.0 GOVERNMENT-FURNISHED PROPERTY Government-furnished property shall be returned at completion of the contract. All work products become the property of the Government. The Government shall provide: 3.1 Workspace for contractor personnel with access to class ?A? telephones to accomplish tasks. 3.2 Computer equipment to support word processing of classified data that is not releasable away from government facilities. 3.3 SCI security billets with appropriate security compartments for access to classified projects. 3.4 Single Integrated Operations Plan (SIOP)/Extremely Sensitive Information (ESI) access where appropriate. 3.5 Documentation, standards, and guidelines related to SCI and intelligence networks deemed necessary by the Government for the contractor to accomplish assigned tasks. 3.6 Computer hardware and associated software will be provided as deemed necessary by the Government for the contractor to accomplish assigned tasks. 3.7 Access to SCI and intelligence networks as deemed necessary by the Government for the contractor to accomplish assigned tasks. 3.8 Full root access to required systems using PC hardware for hardware and software monitoring purposes required for the contractor to accomplish assigned tasks. 4.0 CONTRACTOR-FURNISHED ITEMS AND SERVICES 4.1 Meetings: The contractor shall be required to attend formal and informal meetings. If presentations are required by the contractor for any meeting, the contractor shall be responsible for developing the presentation slides and briefings. The Government will provide required audiovisual equipment. 4.2 Deliverables: In providing the support described in section 5.0, specific deliverables are required. Deliverable items will be considered delivered if they exist or reside on government-owned data processing equipment in a location identified by the government. CDRL performance will be documented through letters of transmittal, monthly/weekly status reports and/or project schedules. Hardcopy items such as reports, documentation, and training materials will be considered delivered if located within the assigned place of performance. All documentation shall be generated using Microsoft Office software package unless otherwise directed by USSTRATCOM/J2263. The system to be supported by this SOW consists of all purchased Altiris suite products. Immediate and unfettered access to Altiris proprietary information is essential to maintain the current system and to ensure future systems upgrades are compatible with the existing computing environments. 4.2.1 Contractor shall provide a Monthly Status Report documenting the status of activities performed during that month and highlight next months scheduled activities to keep the Government personnel informed of the progress made and problems encountered. The Monthly Status Report shall document weekly activities, problems encountered, hours worked and programmed, system load analysis and suggested fixes, and Field Change Orders (FCO). It shall be delivered on the fifth working day of every month. In addition to the written status report, an oral presentation may be requested by the Government providing the status of technical progress made to date in performance of the contract. Approximately ten (10) Government personnel will attend the presentation. (CDRL A001) 4.2.2 Contractor shall provide written recommendation to optimize performance of the existing Altiris software suite load. (CDRL A003) 4.2.3 Contractor shall provide written recommendation to maximize communication between workstations, application servers and Altiris software suite on SCI and intelligence networks. (CDRL A004) 4.2.4 Contractor shall review the formal and informal training level of the existing government and government contractor personnel and provide, in writing, recommend training plans to achieve the level of expertise required to support the configuration management of the SCI and intelligence networks. The training could encompass both formal classes and on the job training (OJT). (CDRL A005) 5.0 SPECIFIC TASKS 5.1 Recommendations to Optimize Existing Network 5.1.1 Analyze existing Altiris architecture on SCI and intelligence networks and advise Government and government contractor personnel on how to optimize configuration management, distribution, tracking and reporting process. (CDRL A003) 5.1.2 Analyze existing interfaces between workstations, application servers and Altiris software suite on SCI and intelligence networks and advise Government and government contractor personnel on how to maximize Altiris capabilities against configuration management requirements. (CDRL A004) 5.1.3 Assist Government and government contractor personnel with executing any approved recommendations from items 5.1.1 and 5.1.2. 5.1.4 Assist Government and government contractor personnel with installing and running Altiris on SCI and intelligence networks. 5.2 Recommendations to Expand and Upgrade Altiris Software suite 5.2.1 Work with Government and government contractor personnel to develop the technical solution for adding new Altiris modules to SCI and intelligence networks, if necessary. 5.2.2 Work with Government and government contractor personnel to execute implementation plans developed under item 5.2.1. 5.3 Training for Altiris Administrators 5.3.1 Review the formal and informal training level of the existing Government and government contractor personnel and recommend training plans to achieve the level of expertise required to support Altiris suite software on SCI and intelligence networks. The training could encompass both formal classes and on the job training (OJT). (CDRL A005) 5.3.2 Provide OJT to Government and government contractor personnel on Altiris suite software applications. 5.4 System Administration of Altiris Software suite 5.4.1 Assist Government and government contractor personnel with daily systems administration of Altiris applications. This includes resolving problems, running diagnostics and identifying potential problem areas. 5.4.2 Contractor shall provide a Monthly Status Report documenting, but not limited to: weekly activities, problems encountered, hours worked and programmed, system load analysis and suggested fixes, and Field Change Orders (FCO), status of updates and projected tasks for upcoming month.
