Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Dugway Proving Ground, Directorate of Contracting is contemplating a sole source procurement with BioVeris Corporation for maintenance support on Bioveris Detection Systems. Pursuant to 10 U.S.C. 2304(c)(1) and Federal Acquisition Regulation 6.302-1, supplies, services, and/or equipment required are available from one responsible source and no other supplies, services, and/or equipment will satisfy agency requirements. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, all responsible sources may submit a quotation which shall be considered by the agency. Supporting evidence must be furnished to demonstrate the ability to comply with the Government's requirements. If no response s are received, the Government will proceed with sole source negotiations with BioVeris Corporation. DESCRIPTION OF SERVICES: Non-personal services contract to provide for the extended annual warranty service on BioVeris detection systems located in the Life Sciences Test Facility, Building 2029, Dugway Proving Ground, Utah for a one-year period. No more than 10 units are authorized under this contract at any one time. The Government may add equipment to the equipment list, upon 30-days written notice t o the Contract subject to agreement of both parties as to their addition and monthly prices. Items of equipment may also be deleted from maintenance upon thirty (30) days written notice to the Contractor. This current requirement includes coverage for th e following equipment: (1) BioVeris Detection System; Model No. 350429, Serial No. 682; (2) BioVeris Detection System; Model No. 350429, Serial No. 657; (3) BioVeris Detection System; Model No. 350429, Serial No. 435. Services to include the following : (a) Best response time available at any given time; and priority scheduling over billable service calls; (b) Instrument and instrument specific software maintained to factory specifications through repair or replacement. This includes parts and labor; (c) Software and hardware updates are provided as defined by BioVeris, Inc.; (d) Services shall be performed during normal working hours (7:00 am to 5:30 pm) daily, except Fridays, Saturdays, Sundays, and holidays. After hour requests or special circumsta nces will be contracted separately; (e) For instruments that are or have been located in Biosafety Level 3 or 4 laboratory, BioVeris will provide on-site Biosafety level 3 or 4 training that includes a parts kit and customer shall be responsible for carryi ng out all instrument and service at the on-site location; (f) Prevantative maintenance to be performed on appropriate system components in addition to items being repaired; (g) A loaner instument may be provided at the discretion of BioVeris, Inc. and may be subject to separate contracting. Stand alone computer and printer are not included; and (h) Upon completion of service, the contractor shall furnish a service report to the User POC listing date, model, serial number, location, service performed, hour s spent, parts replaced and signed by an individual having knowledge of the service.
