Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation will be issued as a request for proposal (RFP). The solicitation will be awarded as a firm-fixed-price. The solicitation document and incoporated provisions and clauses a re those in effect through Federal Acquisition Circular 2005-04. The NAICS code is 928110 and the requirement is unrestricted. This is not a DPAS rated order. The Electronic Proving Ground, Special Programs Office, Fort Huachuca, Arizona is soliciting pro posals for the following requirement: Phase I: Develop and implement a website and database on the Responder Knowledge Base (RKB) Program for the Commercial Equipment Direct Assistance Program (CEDAP) for responders seekig equipment information, selection of CEDAP products displayed on the RKB, and the processing application. Phase II: Maintain the RKB website and database, to include posting and linking of products, product changes, maintenance of the CEDAP website and database, download of key document s, processing of applications, and providing real-time metrics. Offerors must have a minimum of one year technical support experience with the RKB, including familiarity with the database and web structure. Also, required is an extensive familiarity with the RKB administrative interface and functionality for linking database content items. The offeror must have the experience to develop and maintain specifications for development; coordinate with CEDAP program management team, and manage overall RKB CEDA P effort; develop scheme for integrating CEDAP description records; obtain information on relevant products and link them to CEDAP; develop iconic identification for CEDAP products and create a new knowledge area reference for CEDAP; develop programming an d database changes necessary to implement the online application, including the ability to generate PDF documents; develop the supporting programs that will update the status of the application when events such as confirmation occur; develop tools for disp laying and confirming application status; develop queries for checking on individual applications and generating simple status reports. FAR provision 52.212-1, Instruction to Offerors Commercial items, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria below). Offerors shall include a completed copy of FAR provision 52.212-3,Offeror Representations and Certifications Commercial Items, and furnish Offeror's Tax Identificat ion Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes with its offer. FAR clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Stat utes or Executive Orders Commercial Items apply to this acquisition. Evaluation Criteria/Procedures: Offers will be evaluated based on the following best value criteria in descending order of importance: (1) Meeting the requirement (2) Technical experienc e (3) Past Performance, and (4) Price. Offers are due no later than 2 p.m. Mountain Standard Time (MST), Wednesday, 29 June 2005 and shall be submitted electronically at: charles.fahs@epg.army.mil.
