- The U.S. Army Corps of Engineers is issuing this Sources Sought Notice to identify possible manufacturing or construction companies who are designated HUBZone firms. This market survey is being conducted to determine HUBZone businesses eligible and capable of satisfying this agencys requirements for the supply/construction of relocatable facilities/buildings at Fort Drum, New York. The work consists of design of facilities, manufacturing of the facilities, design of the site work, performance of th e site work and the erection of the facilities and construction of roads and sidewalks. The planned procurement will be solicited as a competitive HubZone set-aside. The intent of the Government is to identify additional HUBZone sources and then award a competitive firm-fixed price contract for the supply and construction of the new Aviation Facilities II, at Ft. Drum, New York. The scope of work includes the supply/erection (construction) of relocatable facilities including one (1) Aviation Brigade Head quarters, approx. 550 m2 (5,925 GSF) each; two (2) Aviation Battalion Headquarters, approx. 1080 m2 (11,615 GSF) each; fourteen (14) Aviation Company Headquarters, approx. 460 m2 (4942 GSF); twenty six (26) two-story Barracks, approx. 600m2 (6,460 GSF) eac h; two (2) Arms Vaults Buildings, one comprising four units, approx. 379m2 (4075 GSF), and one comprising three units, approx. 298 m2 (3210 GSF); one (1) Dining Facility, approx. 1316 m2 (14158 GSF). The scope of work also includes site preparation, roads, sidewalks, utilities, and all associated supporting work and furnishings in accordance with the statement of work in the RFP. The Davis-Bacon Act applies to the site work and performance and payment bonds in the amount of the on-site work (in excess of $1 2 M) will be required. The Government may also require the awardee to provide and install remote annunciator panels in all barracks buildings, to provide and install remote annunciator panels in the Battalion Headquarters Facility (one per building), and to install vented composite insulating roofing panels on all facilities except the dining facility. Interested offerors must demonstrate a thorough understanding of project requirements and a commitment to performance in all aspects of project execution. A ll offerors must be registered in the Central Contractor Registration (CCR) prior to the award of any Federal contract. This market survey is for information purposes only; this is not a Request for Quotations. However, a synopsis of this requirement is cu rrently active in the FEDBIZOPS. Refer to Synopsis Number W912DR-05-R-0063 for additional information. All interested HubZone firms are encouraged to respond to this request for sources.
