- **PROJECT DESCRIPTION: Solicitation Number N1574050117 - Reconstruct the West Entrance Station to Yellowstone National Park, Gallatin County, MT. The National Park Service requires a firm, fixed-price construction contract to furnish all labor, materials, equipment and expertise necessary to perform the operations and tasks required for the successful completion of the above named project. Work includes, but is not limited to: constructing new vehicle kiosks, moving the historic canopy to protect these kiosks, constructing additional lanes including an automated vehicle identification lane and constructing the administration building for this facility. The West Entrance is adjacent to West Yellowstone, Montana, and the new entrance station will be located approximately 1500 LF inside the park to allow for additional vehicle queuing. Work on this project must be scheduled to avoid conflicts with visitors and park operations. The new administration building site may be accessed year round after completion of the administrative route to the back of this building. The remainder of the site is not accessible during the winter season (mid November thru mid March) except by snowmobile. The project has been designed to meet a LEED certification level of certified. **SITE VISIT: one (1) organized and guided site visit will be scheduled for all interested parties. The time and date will be announced in the electronic solicitation, Section L, Instructions to Offerors, 52.236-27, Alternate 1, Site Visit (Construction) . **SOLICITATION SUMMARY AND AVAILABILITY: this Request for Proposal (RFP) will be posted on or about July 7, 2005 at www.fedbizopps.gov. Responses to this RFP will be due approximately 30 days following the date of initial posting unless otherwise amended. An offer guarantee (bond) is required. NOTICE: This entire solicitation package including plans, specifications and drawings will be available free of charge, only at the above internet address. Paper copies or CD versions of this solicitation are not be available, and individual requests for solicitation packages will NOT be accepted. The NAICS code for this project is 236220 with a small business size standard of $28.5 million. Contract duration is 650 calendar days following issuance of the Notice to Proceed. In accordance with FAR Subpart 36.204, the price range for this contract is between $1,000,000 and $5,000,000. This RFP is a negotiated, "Best Value" procurement (reference FAR Subpart 15, Contracting by Negotiation). Selection will be based upon evaluation of the offeror's response to price and non-price (capability) factors, with capability being more important than price. Capability factors will include, but not limited to: 1) Project Management: understanding the scope of work, contractor's plan and schedule for successful completion, organizational structure and key personnel; 2) Prior Experience: factual history of experience on projects of similar size, logistics, complexity and scope; 3) Past Performance: How the offeror has satisfied its past customers with the successful completion of other projects. This procurement is unrestricted, inviting full and open competition.
