Description

The Naval Air Systems Command at Patuxent River, MD, intends to negotiate and award a time and materials order to procure revised engineering data to support procurement of new Automatic Flight Control System (AFCS) Wire Harness Assemblies for the CH-46E helicopter and provide five (5) prototype ship-sets for trial installations, under an existing Basic Ordering Agreement (BOA), N00019-05-G-0012. The proposed order will be awarded on a sole source basis to the Boeing Company, Boeing Helicopters, Ridley Park, PA. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Harvard Custom Manufacturing, a subcontractor to Boeing, will manufacture the five (5) prototype ship-sets from the Boeing generated data. See Numbered Note 22.
