Description
The original synopsis, published 16 June 2005, is modified to delete language regarding EW prototype development, fabrication and testing; and test set LRIP procurement. The Naval Air Warfare Center Weapons Division intends to negotiate and award a cost plus fixed fee IDIQ task order under Basic Ordering Agreement N68936-04-G-0005, using other than full and open competition. Negotiations will be conducted with AAI Corporation, P. O. Box 126, Hunt Valley, MD 21030-0126, in order to procure engineering technical services for the development, testing and delivery of the software and hardware for use with the AN/USM-670 Joint Service Electronic Combat System Tester (JSECST) family of diagnostic support equipment to provide the U.S. Navy, U.S. Air Force, U.S. Army and our Foreign Military Sales customers an Organizational-Level capability to test their onboard electronic warfare [EW] systems and related transmission lines- otherwise known as the EW Suite. The aircraft pl! atforms supported by the JSECST program include the F/A-18A/B/C/D/E/F, AV-8B, EA-18G, EA-6B, E-2C, F-35, V-22, C-130, P-3C, Multi-mission Maritime Aircraft (MMA), MH-47, MH-60, H-60, and VH-60. The primary role of the EW Suite is to enhance the survivability and mission effectiveness of tactical aircraft through situational awareness and countermeasures. Each year brings new challenges to the EW suite in the form of new and/or modified threat weapon systems. The EW Support Equipment Team is tasked with developing the EW Suite Diagnostics Systems. This mission-oriented software requires updates on a regular basis as a result of the highly dynamic tactical and strategic environments. Currently, the U.S. Navy is fielding, jointly with the U.S. Air Force, a new generation of EW diagnostics equipment centered on the AN/USM-670 JSECST. Major task requirements to be accomplished include TPS Software Development; USM-670 JSECST Technical Support; and Integrated Logistics Supp! ort Technical Documentation. As the designer and developer of the AN/USM-670 JSECST, AAI Corporation possesses the unique technical and engineering expertise as well as the technical data package for the JSECST, including data not delivered to the government. The government anticipates awarding a 31 month task order to be awarded during February 2006. This notice is not a request for competitive proposals; however, any firm, other than AAI Corporation should respond in accordance with Numbered Notes 22 and 26.
