Description
This is a combined synopsis/solicitation for noncommercial items prepared in accordance with the format in FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00167-05-Q-5084 applies and is issued as a request for quotation (RFQ). The Small Business Set-aside has been dissolved. The proposed contract action is being solicited on a sole-source basis to Weidlinger Associates, Washington , D.C. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Weidlinger Associates, Inc., will participate in the VIRGINIA Class Advanced Sail Qualification Review Board by evaluating shock qualificat! ion methods and overseeing the advanced finite element analysis efforts of the Design Yard(s) as an expert in the use of EPSA and similar codes. Wcidlinger Associates,Inc.,is the developer and administrator of the EPSA code. Weidlinger Associates, Inc. is the only activity in a position to respond to this immediate need for modeling expertise using PcEPSA, Weidlinger has utilized EPSA in the analysis of a wide variety of structures and EPSA generated results have compared well in pre-test predictions of experimental behavior, thereby validating the essential features of the program. Weidlinger is in the unique position of having conceived the EPSA code. As the code?s administrator, they are also responsible for modifying and enhancing this program so that it can be utilized on a personal computer work station. The company?s personnel include recognized experts in finite element modeling development as well as fluid-structure interaction from underwater explosions, The planning time schedule required to accommodate the VIRGINIA Class construction deadlines, mandates Weidlinger Associates, Inc. as the only activity prepared to meet these needs. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04 as well as DCN 20050606. The North American Industry Classification System (NAICS) Code is 541330. This requirement is as follows: CLIN 0001 ? 1EA ? Provide services in accordance with the attached statement of work. Period of performance is expected to be from the date of award thro! ugh May 2006. Final inspection will be at Naval Surface Warfare Center, Carderock Division; 9500 MacArthur Boulevard, West Bethesda, Maryland, 20817-5700. All responsible sources may submit a quote that will be considered by the Agency. A Firm-Fixed Price purchase order will be awarded using Simplified Acquisition Procedures. The following provisions and clauses apply: 52.204-3; 52.204-6; 52.213-4 {incorporating 52.222-19; 52.222-20; 52.222-35; 52.222-36; 52.222-37; 52.232-33; 252.204-7004; 52.209-6; 52.211-5; 52.211-14(DO); 52.211-15; 52.211-17; 52.214-35; 52.243-1; 52.247-34 The following provisions with a "FILL-IN" must be filled out completely and submitted with the offer: 52.222-22 [FILL-IN]; 52.222-25[FILL-IN]. To be eligible for award you must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at www.ccr.gov. Lack of registration in the CCR shall make an offeror INELIGIBLE FOR AWARD. Parties responding to the Request for Quotation may submit their quote in accordance with their standard commercial practices (e.g.; company letterhead, quote form, etc.) but must include the following: (1) complete mailing/remittance address(es); (2) prompt payment discount (if applicable); (3) delivery schedule; (4) valid Tax Identification number (TIN); (5) valid Commercial and Government Entity number (CAGE); (6) valid Data Universal Numbering System number (DUNS); and (7) all completed certifications and or "fill-in" provisions as required herein. All responses must be received by JUNE 29, 2005, 11:00 A.M. local time and shall reference the Request for Quote number N00167-05-Q-5084. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
