- NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Climate Change Division (CCD) in Washington, DC intends to award a modification to an existing Purchase Order with the University of Illinois, Newmark Civil Engineering Lab of Urbana, IL under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this modification is to support EPA's inventory and mitigation analyses of black carbon and organic carbon emissions. Under this purchase order, Dr. Tami Bond shall draft a review paper on definitional issues for assessing the role of black carbon and organic carbon emissions in climate change. In addition, the University of Illinois shall provide support for the improvement of global black carbon and organic carbon inventory including that of the Chinese industrial sector. Under this Purchase Order, Dr. Bond shall also assist with the incorporation of black carbon and organic carbon inventory data into climate mitigation modeling. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Dr. Bond is uniquely qualified to satisfy the Government's requirement as Dr. Bond is the primary developer of the global inventory program, Speciated Pollutant Emission Wizard for emissions of black and organic carbon, in addition to Dr. Bond and colleagues experience in publishing the most recent and comprehensive global inventory or black and organic carbon emissions, in the "Journal of Geophysical Research". Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received by the response date of this announcement may be considered. Responses to posting must be in writing and submitted to Denise Roberson, Contract Specialist at roberson.denise@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
