- NAICS Code: 541990 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 6.302-1, with the North Carolina Department of Environment & Natural Resources (NCDENR) for the design, development, and implementation of a sampling plan to determine the nutrient and pathogen content of runoff from the Lizzie Research Station, Farmville, NC during precipitation events during the next eighteen (18) months. This work will complement bioaerosol sampling and microbiological analysis that will be undertaken at the Lizzie Research site by the National Risk Management Research Laboratory (NRMRL). Based on EPA's knowledge of the sampling of nutrient and pathogen content of runoff, the NCDENR has the only known site where groundwater well and stream gaging stations have been installed on a stream that runs adjacent to a 5,000 head hog concentrated animal feeding operation (CAFO). Furthermore, the CAFO uses lagoon storage for manure from each of its five (5) 1,000 head hog confinement barns. Excess manure is applied to cropland using a jet gun. This combination of manure management practices makes the NCDENR's site an ideal location of which EPA knows no other. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
