Description
NAICS Code: 421430 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 6.302-1, with MDL Information System, Inc. for the MDL QSAR modeling system. Based on EPA's knowledge of various scientific modeling systems, the MDL QSAR is the only system that performs the following: read in a large number (1000+) of chemical structures in a batch fashion; have an internal mechanism for generating more than 150 common physical and chemical properties; handle (read in and manipulate) user defined descriptors; perform a cluster analysis using a variety of descriptors; use a genetic algorithm (or some equivalent technique) to generate a list of the most useful descriptors for a specific training set; perform regression analysis with complete statistical work-up (e.g. ANOVA calculations, standard errors in descriptors, identification of outliers, create test and training sets from cluster analysis) to create a usable predictive model for toxicological endpoints; perform cross-validation of regression results to determine if the result can be used in a predictive manner; and export results to a Microsoft Excel file. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
