Description

This Presolicitation Synopsis supercedes the previous Presolicitation Notice dated Mar 16, 2005 in its entirety. Request for Proposal W52H09-05-R-0109 is issued as of 22 Jun 05 and is posted to the TACOM-RI PROCNET Website at https://aais.ria.army.mi l/AAIS/Solinfo/index.htm. Click on View Open Solicitations, and search on 05R0109. The government has requirements for a Chemical Biological Protective ShelterModel 3 (CBPS-M3), to be procured IAW the CBPS-M3 System Specification. The proposed acquisitio n will result in a long term, 5 year, Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The solicitation will be issued under Full and Open Competition. A Best Value/Tradeoff Analysis approach will be utilized where proposals are evaluated ag ainst, in addition to Price, selection criteria to include Technical, Past Performance and Small Business Participation, that results in the best value to the government. The System Specification identifies desired (objective) performance characteristics where the government may justify a higher price for higher levels of performance. The NAICS code that applies to this procurement is 314912, Canvas and Related Product Mills. The size standard for this NAICS code is 500 employees. The estimated buy quan tities for each ordering period (OP) are 21 ea for OP 1, 39 ea for OP 2, 38 ea for OP 3, and 39 ea for OPs 4 and 5, for an estimated 5 year total of 176 CBPS-E systems. Additional quantities may be placed on contract as funding becomes available. The gu aranteed minimum contract order quantity is 20 units. The minimum order range quantity is 2 units and the maximum order range quantity is 200 units. The maximum number of systems that can be placed over the life of the contract is 1,000 units. Estimated buy quantities are subject to changes in requirements and availability of funds. Contractor First Article Test (FAT) is required. The required delivery date (RDD) is 630 days after award (DAA) for delivery of first production units. The Government will not specify the number of DAA for First Article Test. It is the contractors responsibility to successfully meet requirements for FAT in time to make deliveries by the RDD. Depending on the quantity ordered during each ordering period, delivery of CBPS- M3 units shall be at the following rates: up to 50 units per year at approx 4 units per month, up to 100 units per year at approx 9 units per month, up to 200 units per year at approx 17 units per month. Contract award is anticipated for Nov 05. Given the anticipated Nov 05 award date, and the early notification of this requirement per the Sources Sought Announcement published 21 Dec 04, the date for submission of proposals will be 45 days from date the solicitation is issued. Any requests for proposal ex tension will be scrutinized. The solicitation will include provisions for Government Furnished Material (GFM). The government will provide GFM consisting of the M1152 HMMWV for production of each CBPS-M3 system. Three sets of filters, comprised of three M48A1 NBC Gas Particulate Filters (NSN 4240-01-363-1311), and two Recirculation Filter Assemblies (NSN 4240-01-348-5257), and two Telephone Sets (NSN 5805-00-543-0012) will be provided to the contractor for CBPS-M3 operation verification during First Arti cle and end item acceptance testing.
