- The U.S. Coast Guard (USCG) intends to release a Request for Proposal (RFP) with a Specification for the development and production of Self Contained (SC) light emitting diode (LED), fixed-aid lanterns. These omni-directional lanterns using light emitting diodes (LED) will be evaluated to determine their potential use as replacements for existing signaling hardware. The lanterns will be used on fixed aids to navigation in the coastal waters of the United States. The family of self-contained LED lanterns will include lanterns that produce either a red or green light using LEDs as a light source, and lanterns with different solar power systems. It is anticipated that the fixed-aid lanterns will consist of one or more rings of LEDs, electronic power/timer circuitry, solar power generation and energy storage devices (i.e. solar panel and battery), and a housing which incorporates the necessary light lensing. This is a DRAFT COPY of the specification and is to be used for INFORMATIONAL PURPOSES ONLY. It should not be used for any other purpose or construed as an official FINAL Specification. The final specification will be included in the solicitation. The USCG intends to make multiple awards and each award shall be for procurement of no less than 30 red and 30 green production lanterns. The awards will be Firm-Fixed price contracts. Larger quantities may be ordered depending on the unit price and the actual number of awards made. First Article quantities will be required to conform to all contract requirements for acceptance. This is an unrestricted (full and open) procurement. The NAICS code is 335129 with a size standard of 500 employees. The USCG anticipates posting the RFP on the Federal Business Opportunities Website within the month of July.
