Description
The United States Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to solicit and negotiate with only James Kirkley, Ph.D, of the Virginia Institute of Marine Sciences, College of William and Mary, Williamsburg, VA on a sole source basis to develop methods and models to better measure fishing vessel capacity with bycatch considerations. The goals of this project is to develop methods and models using directional distance functions which incorporate bycatch in capacity estimates; to extend those methods to value bycatch; and to apply the models to a fishery in the northeast region. The contractor shall propose methods and models on how to incorporate bycatch in vessel capacity estimates, and how to properly value bycatch given the models chosen. This is to be accomplished by reviewing literature including examples from the fisheries. Methods should be applicable to differing assumptions regarding scale of the technology such as variable, constant or non-decreasing returns to scale. The contractor shall perform a case study, working in close association with personnel at the Northeast Fisheries Science Center, and apply the models and methods to a selected fleet operating in the Northeast Large Marine Ecosystem (LME). The contractor shall provide a final report, which includes the literature review, details of the methods and models developed and results from the case study. The report should include details on extending the methods to different fleets in the regions, and statistical methods which would allow one to scale up the estimates to cover all vessels in a given fleet. The period of performance shall be 14 months after contract award. Based on his expertise and previous experience measuring capacity for the National Marine Fisheries Service, and in order to obtain consistency with methods which have been previously adopted for measuring fishing capacity it is necessary to negotiate with Dr. Kirkley. The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), Only One Responsible Source. The applicable NAICS number is 541690; small business size standard is $6 million annually. Interested persons may identify their interests and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within fifteen days after publication of this synopsis. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of ability to provide required services. The solicitation, notice and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (Fed Biz Opps) site at www.fedbizopps.gov/. No paper copies will be issued. No telephone, facsimile or written requests will be accepted. When the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. The solicitation will be issued as a commercial item acquisition on or about June 23, 2005. Offerors must have a valid DUNS Number and be registered in the Central Contractor Registration (CCR) database. Numbered Note 22 applies.
