- THIS SECOND AMENDMENT TO THE SOLICITATION NOTIFIES OFFERORS THAT THE WEAPONS AND ACCESSORIES LISTED IN THIS SOLICITATION MUST BE MANUFACTURED IN THE UNITED STATES. FOREIGN MANUFACTURED WEAPONS WILL NOT BE CONSIDERED. This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ), no.0110-4Q5006. The Government intends to award a firm, fixed price IDIQ purchase order(s) for weapons and accessories with 4 option year minimums of 20 each and maximums of 100 each for the weapons below. Interested offerors must submit Certificate of Conformance with their offers. The following Provisions and Clauses are incorporated into this RFQ. FAR 52.212-1, Instructions to Offerors ? Commercial Items, FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items, FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items. The following provides the specifications: --500 each gas-operated, air-cooled, belt or magazine-fed automatic weapons that fire from the open bolt position. Maximum rate of fire 850 rounds per minute. Uses 5.56mm ball, tracer, blank or dummy ammunition. -- 100 each 223 caliber semi automatic rifle with bipods -- 100 each 10 X 40 mm scopes with mounts Pricing shall be FOB destination Miami, FL. Award will be made to the offer which offers the best value to the Government. Offerors will be evaluated on the technical merits of the weapons proposed. Offerors should provide sufficient product detail so that the Government can evaluate technical capability. Offerors will also be evaluated on past performance and past performance information shall be provided in offers. Technical and past performance will be considered equal in evaluation and approximately equal to price. Offerors must provide a completed SF 1449 and completed Representations and Certifications per FAR 52.212-3 with their quote. The Government may make multiple awards from this synopsis/solicitation.
