- Solicitation No. 583-00035-06, VISN 11 Home Oxygen Services, will be posted to the VA BOS website for downloading on or about July 7, 2005, and proposals will be due on or about August 12, 2005. Sources sought notice was previously posted under Solicitation No. 583-34-05. Home oxygen contractor must be JCAHO accredited. This procurement is a 100% set-aside for small business. NAICS code 532291 and a small business size standard of $6.0 million applies. This is a Cascaded Procurement and award will be made as follows: (i) SMALL BUSINESS SET-ASIDE PARTICIPATION ? Pursuant to the provisions of Federal Acquisition Regulation 19.502-2, award will be made on a competitive basis, in whole or in part, to responsible small business concerns that provide the best value in accordance with solicitation requirements, provided that a minimum of two competitive offers are received from small business concerns, offers from small business concerns provide the best value in accordance with solicitation requirements, providing award can be made at fair market price, and offers are otherwise determined responsible and eligible to receive an award. If a minimum of two eligible and responsible small business concern offers are not received, and if small business offers are found otherwise ineligible for award, the solicitation, in whole or in part, will be awarded under (ii). (ii) FULL AND OPEN COMPETITIION ? If the requirements of paragraph (i) cannot be met for all or part of the solicitation, award will be made on the basis of full and open competition to all responsible business concerns that submit an offer. ALL responsible business concerns (both small and large business concerns are encouraged to submit proposals. Period of performance will include a base period, plus four one-year option periods. Requirements will involve the following VA facilities: (i) Battle Creek VA Medical Center (VAMC), Battle Creek, MI; (ii) John D. Dingell VAMC, Detroit, MI; (iii) Aleda E. Lutz VAMC, Saginaw, MI; (iv) VA Ann Arbor Healthcare System, Ann Arbor, MI; (v) VA Northern Indiana Health Care System campuses in Ft. Wayne and Marion, IN; (vi) Richard L. Roudebush VAMC, Indianapolis, IN; and, (vii) VA Illiana Health Care System, Danville, IL. The geographical areas may include all counties within Indiana, all counties within Lower Michigan, 50 counties within central Illinois, and 20 counties within northwestern Ohio. The Government reserves the right to make multiple awards for individual areas of responsibility/jurisdiction or a single award for all areas; whichever is more advantageous to the Government. In order to be awarded a small business set-aside contract, a small business concern must agree that the concern will perform at least 50 percent of the cost of the contract incurred for personnel with its own employees. This cost is direct labor costs and any overhead which has only direct labor as its base, plus the concern?s general and administrative rate multiplied by the labor rate. Information identified within the solicitation will govern if it differs from information provided in BOS announcements.
