Description
For this acquisition, the North American Industry Classification System (NAICS) Code is 541720 and the size standard is $6 million in gross annual receipts averaged over the previous three 1-year accounting periods. The Grand Coulee Power Office has a requirement for the Historic American Engineering (HAER) documentation of Grand Coulee Dam located in Grand Coulee Washington and of Hungry Horse Dam, located near Kalispell, Montana. The required HAER photography for each facility has already been completed and the HAER Indices produced, so this requirement is for writing the narrative HAER reports for each facility. This project is NOT a set-aside and all responsible offerors may submit offers. The solicitation will either be available online or on CD-ROM in Adobe Acrobat format and will be available in mid-July 2005 (this is an estimated date). A planholders list will be available when the solicitation is issued and will be posted on our website. Offerors will be evaluated on the quality of their proposed work plan, successful past performance of similar HAER documentation of the engineering achievements of similar magnitude and complexity, the experience and capabilities of their proposed Key Personnel, proposed schedule, and price, among other factors. If the solicitation is published online, registration is strongly encouraged in order to receive convenient notification of amendments or other related correspondence. If it's published on a CD-Rom interested bidders must register on our website at www.usbr.gov/pn/contracts. Please visit the website AFTER July 1, 2005, to obtain further instructions about registering. If the solicitation is issued on CD-ROM, and you fail to provide your DUNS (Data Universal Numbering System) and TIN (Taxpayer Identification Number) on the electronic registration form, we will not send the solicitation to you. Telephone requests for the solicitation won't be accepted. If issued on CD-ROM, there is no charge for the first copy of the CD and $15 for each additional copy requested. We reserve the right to issue the solicitation on paper if it becomes necessary. A vendor must be registered in the Central Contractor Registration (CCR) www.ccr.gov/vendor.cfm, in order to receive contracts and purchase orders from most federal agencies, including the U.S. Bureau of Reclamation. CCR is a self-service database. Vendors register themselves and maintain their own information through the CCR web site. All responsible sources may submit an offer, which will be considered by this agency. See Numbered Note 26.
