- The Naval Surface Warfare Center Panama City (NSWC PC), Panama City, Florida intends to award a contract to Lake Shore, Incorporated, 900 West Breitung Avenue, Kingsford, MI 49802-5316 on a sole source basis for the acquisition of two (2) each, AN/SLQ-48(V) Umbilical Cable Handling System (UCHS) Field Change Kits. The AN/SLQ-48 system uses a remote-controlled submersible vehicle to identify underwater objects and, if they are mines, render them safe. The prime feature is the tethered TV and sonar-equipped Mine Neutralization Vehicle (MNV), which places an explosive destructive charge on bottom mines, and cuts the cables of moored mines. Electrical power and data are transmitted via a neutrally-buoyant umbilical cable. Only Lake Shore can provide the UCHS field change kits for the following reasons. There are two configurations of the UCHS. The original configuration contains obsolete hydraulic system components. The latest, current configuration is solely manufactu! red by and is proprietary to Lake Shore. Lake Shore is the sole developer of the UCHS Field Change Kit to update the original configuration with new hydraulic system components and associated components that are currently available. To have any other manufacturer develop, fabricate and qualify another design for this kit would result in a duplication of costs and increase future support costs by adding yet another configuration to the inventory. Note 22 applies.
