Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Federal Acquisition Regulation (FAR) Part 13 applies. The applicable Request for Proposal (RFP) number is RFP M67854-05-R-3051. This requirement is being solicited as a 100% Small Business Set-Aside. The North American Classification System Code (NAICS) is 333999, with a size standard of 500 employees. This RFP incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-04 and DFARS Change Notice 20050606. The Marine Corps Systems Command has a requirement for the following: CLIN0001 - 1 each Vehicle Air Filter Cleaning System Transportable (VAFCST) with a militarized container (see attached Scope of Work document, 15 pages, for detailed performance requirements); CLIN0002 - 1 each option for one VAFCST with a militarized container; CLIN0003 - 1 each 5-day training class at the manufacturer?s facility for up to 8 personnel designated by the Marine Corps; CLIN0004 - 1 lot Health Hazard Assessment Reports; CLIN0005 - 1 lot System Safety Hazard Analysis Reports; CLIN0006 - 1 lot Safety Assessment Report; CLIN0007 - 1 lot and Commercial Off The Shelf Manual and Associated Supplemental Data. Reports shall be in accordance with the Contract Data Requirements List (CDRL) attached to this synopsis/solicitation. This integrated system will be used to clean air filters of various Marine Corps vehicle assets including motor transport, engineer and ordinance equipment. VAFCST TECHNICAL REQUIREMENTS. The system shall include the following: 1. Air Filter Cleaning Machine capable of cleaning cylindrical filters up to 37 inches in height and 20 inches outside diameter. VAFCST should be completely automatic, computer driven and push button. The VAFCST shall be installed into a militarized container with all required electrical and air connections integrated with the electrical & air system in the container. Shall also include all required air vents/ducts and openings properly integrated with the container. 2. V-Pac Air Filter Cleaning Station capable of cleaning v-pack filters of the M1A1 Abrams. Shall be installed into container with all required electrical and air connections integrated with the electrical & air system in the container. Shall also include all required air vents/ducts and openings properly integrated with the container. 3. Finishing Booth for verifying filter efficiency. 4. Waste Disposal System for capturing and ! disposing of removed contaminants. 5. Dust collection system to meet dust collection and airflow requirements. 6. Light Inspection Station for verification of filter integrity after cleaning. 7. Air Compressor producing 130 psi at 185 cfm on a constant basis. Shall include 3/4 inch hoses running from compressor and mounted to and distributed within the container to quick disconnect connectors near Air Filter Cleaning machines as well as external quick disconnect connectors points at both ends (outside) of container. Shall also include hoses from Air Filter Cleaning machines to quick disconnect connectors. 8. A customized ISO 20-foot container as specified throughout the attached SOW. 9. Ability to accept/interface with a standard United States Marine Corps (USMC) Environmental Control Unit (Air Conditioning/Heater) of sufficient capacity to maintain interior environmental conditions to ensure proper operation of equipment and acceptable human work environment. ! 10. VAFCST shall not contain a separate power generator, but shall be wired throughout to accept external electrical power through an electrical interface panel. Power will be provided from a standard USMC generator providing three phase 220 volt 60 Hz or available shore power. A 100-foot power cable shall be provided with quick connect connector to connect to the shelter electrical interface panel and standard pigtails on the other end to connect to a generator or power distribution box. 11. Storage drawers and/or shelving units to hold accessories, consumable supplies, technical manuals, and personal military gear (helmets, protective gear, packs, etc). Drawers/shelving units shall be designed with restraints (i.e. locking mechanisms, tie-downs, or web nets) to keep material in place both during operation and transport. 12. Equipment shall be adapted and installed within container to withstand rough environmental conditions during operation as well as transport. ! 13. Manufacturer shall provide a 5-day training class at manufacturer?s facility for up to 8 personnel to be designated by the Marine Corps. 14. Manufacturer shall provide a 12-month warranty on all components included in the system (including container). 15. Manufacturer shall provide an operator?s consumable maintenance kit. This kit shall contain a 12-month supply of expected consumable supplies (i.e. oil, lubricants, filters, gaskets, etc) that would be used during normal operation of the VAFCST (e.g. 8 hours per day @ 5 days per week or approx. 2080 hours per year). This kit/items shall be stored in applicable storage drawers and/or shelving units and be provided with each system delivered. 16. The contractor shall provide a Commercial Off-the-Shelf (COTS) Manual and Associated Supplemental Data that contains the technical information on the assembly, installation, operation, parts, and maintenance of the system that includes the container and all components/ca! rgo operated and transported within the container. This shall be accomplished in accordance with the attached CDRL and referenced Data Item Deliverable (DID) DI-TMSS-80527A, Commercial Off-the-Shelf (COTS) Manual and Associated Supplemental Data. PACKAGING REQUIREMENTS. Packaging/Preservation/Packing shall be in accordance with the best commercial practices to afford maximum protection against damage. DELIVERY INSTRUCTIONS: All CLINs shall be priced FOB Destination. CLIN0001 shall be delivered no later than 360 days after award to Marine Corps Logistics Base (M93637), Commander, Attn: GPT&TS Project, Comm-Elect Metrology Bus Cntr B884, BLDG 598, Barstow, CA. CLIN0002 (Option) may be exercised within 365 days of contract award. If exercised, CLIN0002 (Option) shall be delivered no later than 360 days after option exercise to Marine Corps Logistics Base (M93637), Commander, Attn: GPT&TS Project, Comm-Elect Metrology Bus Cntr B884, BLDG 598, Barstow, CA. CLIN0003 training shall be provided no later than 90 days before delivery of the system. Refer to attached CDRLs for delivery of CLINs 0004 through 0007. Inspection and Acceptance for all CLINs shall be Destination. PROPOSAL INSTRUCTIONS. Proposals shall be specific, detailed, and comprehensive enough to enable technical personnel to make a determination as to whether or not the proposed product meets all technical requirements, specifically those described in Sections 3.1 through 3.10 of the attached SOW. Commercial product literature such as descriptive material illustrations, product descriptions, photos of finished product, and/or other information is encouraged. In the event that there is a conflict between the offeror?s proposal and commercial literature, the proposal will take precedence. Proposals shall be prepared using "Arial" or "Times New Roman" 11-point font style on 8 1/2 x 11 inch white paper. Tables and illustrations may use a reduced font style, not less than 8 points. Foldouts are not allowed. All material submitted may be single-spaced. Proposals shall not exceed 15 total pages, exclusive of product literature. Proposals shall be valid for a period of 60 days. BASIS FOR AWARD. The Government intends to award a Firm-Fixed Price (FFP) contract using ?Best Value? criteria per FAR 15.101-2, Technically Acceptable/Lowest Price. Award will be made to the responsible offeror submitting the lowest evaluated price proposal meeting or exceeding all of the requirements described in this synopsis/solicitation and the attached SOW. Offerors must be determined to be responsible in accordance with FAR 9.104-1. The price proposal shall state the unit cost and total price of each CLIN required, inclusive of shipping to the destination listed above. APPLICABLE PROVISIONS AND CLAUSES. Proposals received without the completed copy of the provision at FAR 52.212-3 may be considered non-compliant. Beginning January 1, 2005, the FAR requires the use of the Online Representations and Certifications Application (ORCA) in Federal solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardize! s the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations. With ORCA, you now have the ability to enter and maintain your representation and certification information, at your convenience, via the Internet at http://orca.bpn.gov. ORCA also allows Government personnel to access your information online, thus eliminating the need for you to submit representations and certifications with each offer. To register in ORCA you will need an active Central Contractor Registration (CCR) record and a Marketing Partner Identification Number (MPIN) identified in that CCR record. Your DUNS number and MPIN act as your company?s ID and password into ORCA. Vendors are reminded to protect their MPIN from unauthorized use. Once in ORCA you will be asked to review pertinent information pre-populated from CCR, provide a point of contact, and answer a questionnaire. The questionnaire is to help you gather informati! on you need for the clauses. The questionnaire is not the official version. Be sure to read the provisions carefully. The answers you provide are then automatically entered into the actual FAR provisions. You will need to review and/or update your ORCA record when necessary, but at least annually in order to maintain its active status. Detailed information regarding ORCA, how to submit your record, and whom to call for assistance can be found on ORCA's homepage at http://orca.bpn.gov/help.aspx.
