- NASA/DFRC has a requirement for (i) P/N P32-PCM2-1/R, MIL-STD-1553 Bus Analyzer (1 each); (ii) P/N P32-PCM2-4T4R, ARINC429 Bus Analyzer (1 each); (iii) P/N P32-PCI-1, MIL-STD-1553 Analyzer (1 each), and (iv) P/N P32-PCI-8, ARINC 429 Bus Analyzer (1 each). NASA/DFRC intends to procure these brandname only items from SBS Technologies, Incorporated of Albuquerque, New Mexico. The authority for other than full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The ARINC 429 and 1553 Bus Analyzers are currently used in NASA/DFRC's various aircraft for analyzing data bus. This purchase is to expand the aircraft supporting capabilities. Procurement of any other brand will not be acceptable as commonality with existing software must be maintained. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 PM PST on July 11, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications will not be accepted in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
